Gower (202) 776-8774; (202) 776-8775 The Department of State, Bureau for International Narcotics and Law Enforcement Affairs (INL), Office of Policy and Coordination, has a requirement for an individual to serve as Assistant to the INL Liaison Officer, American Embassy Sarajevo. The purpose is to provide technical guidance to the INL officer on legal reform issues and programs, in the implementation of Annex 11 of the Dayton Peace Agreement concerning the United Nations International Police Task Force (IPTF) and the overall required coordination with State/INL Washington.The GS grade equivalent is 12 through 13. The contractor shall: (a) assess, report and make authoritative recommendations on all issues concerning legal system reform. This requires constant contact with individuals and groups involved in legal system reform, and regular reports to the INL officer. An essential task is the identification of existing, potential, and/or unyielding problems, needs, and successes as they concern U.S. policy on legal system reform in particular and IPTF in general. When State/INL support of legal system reform programs is implemented, the assistant will participate in the oversight of State/INL supported projects. Meet regularly with officials from international organizations and local government officials throughout Bosnia and Herzegovina to stay apprised of project developments in legal system reform. Must maintain a position of neutrality and be perceived as such especially when working with individuals and groups from the local community. Serves as sole back-up to INL officer on police matters in her absence. Responsible for monitoring police restructuring and integration and related issues in three cantons. Assists with visits and other tasks as required. Minimum qualifications include: (a) high school diploma or equivalent; and (b) eight years experience as a policy officer, including demonstrable experience in patrol, investigations, and at least one specialization (e.g., narcotics, special weapons, and tactics. Physical fitness and suitability for a Department of State secret security clearance are required. Evaluation criteria will be (1) knowledge of international civilian police organizations, issues and operations; (2) ability to establish priorities and plan, and organize and coordinate planning activities; (3) ability to analyze and evaluate data or information, and communicate in writing; (4) experience in working with a foreign or international law enforcement environment.
