synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. This solicitation, number 98-SP-40-0060, is issued
as a request for proposal (RFP). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 98-02. This is a total small business set-aside;
the standard industrial classification code is 8713 with a size
standard of $2.5 million. The Grand Canyon Monitoring and Research
Center (GCMRC), located in Flagstaff, Arizona, is in need of
professional surveying/engineering services to train and assist
resident survey staff in survey procedures including, instrument use;
monumenting, maintaining, and recording references; reducing and
processing data and generating output. This training and assistance
will be provided during the 1998 calendar year, and will include field
work conducted on approximately seven river trips within the Grand
Canyon National Park river corridor. Those trips will range from 6 to
18 days in length, in remote, primitive areas while working 13 or more
hours per day. All logistic concerns are handled by the GCMRC; i.e.
trip planning and preparation, transportation to and from launch sites,
equipment, hardware and software, and subsistence. The volume of work
for the project duration is anticipated to be approximately 1880
regular hours and about 600 hours of overtime. Major duties of the
professional include training and assistance in: 1) coordination of up
to two field crews for collection of topographic data, location of
existing monumentation using total stations, Tripod Data Systems (TDS)
data collectors, or theodolites (new and old style, inverted T-2s) and
top mount EDMs with hand recorded field notes of angles, distances, and
descriptions referencing position of points by geology, vegetation, and
other physical features; 2) use of GPS data collection; 3) downloading
and editing data collector files and processing data for mapping and
integration into a Geographic Information System (GIS), using TDS for
topographic work; 4) production of maps from field data, as well as
incorporating additional data from other sources (.dxf files, etc.)
using the Terramodel computer aided drafting (CAD) package; 5) analysis
of volumetric and morphological changes over time in surveyed sites,
with additional analysis of accuracies of the surveys; 6) use of a
least-squares adjustment package (Star*Net), including analysis of the
statistical output generated by the adjustment package; 7) the theory
of Geodetic surveying, with an emphasis on State Plane coordinate
systems, and techniques in reducing the effects of earth's curvature
and light refraction in both field and office procedures. A high
standard of accuracy, as determined by the particular survey and the
equipment being used, is paramount to this operation and must be
emphasized in all aspects of the training. The individual(s) actually
performing the training must be willing to spend up to 18 days at a
time in the field in remote, primitive areas, while working 13 hours or
more per day, with approximately 100 days in the field. They must be
able to carry up to 60 pounds of equipment for five miles over rugged
terrain. It would be desirable for the individual(s) to have a strong
understanding of Grand Canyon geography, geology, biology, archeology,
and Grand Canyon National Park regulations pertaining to the
permitting and running of river trips in Grand Canyon, as well as the
ability to navigate a motorboat through Grand Canyon. Positive
experience working with the Native American groups associated with the
Grand Canyon would also be beneficial. The Provisions and Clauses at

Questions regarding the forthcoming contract or administrative issues

Schedule will be provided by fax, by contacting either of the
individuals noted above. The successful contractor shall provide the
necessary maps and reports according to the 1998 Work Activity
Schedule. The schedule shall be subject to adjustment based on
discussions between the Center and the contractor, relative to the
number of sites subjected to remapping activities. Monthly narrative
reports of accomplishment and documentation of hours shall be submitted
to the Contracting Officer's Representative to provide information on
the status and progress of the contract compared to the schedule,
verification attributable costs, and evaluation of contractor progress.
These reports shall also include a projection of the training schedule
and estimated time for the next 3 months identifying specific training
to be accomplished and methods to be used. Offers shall be evaluated
for award, based on a combination of offeror's capabilities and past
experience in the areas identified above as major duties, and their
