Request for Qualifications Proposals (RFQ), is soliciting offers to
obtain comprehensive asset management and Enhanced-Use development for
VA-owned property at the Salt Lake City VA Medical Center (VAMC),
located on Foothill Boulevard adjacent to the University of Utah campus
in Salt Lake City, UT. -- Using the Enhanced-Use, VA's creative real
estate asset management program the Department is seeking development
entities with the qualifications and experience necessary to assist VA
in its on-going efforts to improve veteran services, reduce costs, and
generate new sources of revenues. The selected asset manager must
possess the qualities needed to provide VA with a long-term
Enhanced-Use development perspective; meaningful transaction
experience, strong knowledge of local market conditions; and a clear
understanding of VA business and financial objectives. -- The asset
manager, in cooperation with VA, will be responsible for assembling all
the components needed to plan, develop, and manage a successful
public/private partnership and Enhanced-Use project in Salt Lake City.
The asset manager will play a key role in supporting VA's efforts to
structure a development program that insures that reuse of VA land is
the best interests of the Department and the community, and meets the
requirements of VA's enhanced-Use leasing authority (38 U.S.C. Sec.
8161 et seq.). -- The purpose of this request is to inform the
development community: 1) VA's intent to expeditiously redevelop
underused portions of its Salt Lake City campus through a
public/private venture; 2) VA's intent to use its enhanced-Use
authority to create a relationship with an asset amanager that will be
one of mutual cooperation and benefit, a relationship sometimes now
commonly refred to as a "public/private partnership"; 3) VA's desire to
solicit interest in, and guidance about the types and characteristics
of feasible development; and 4) VA's commitment to use a high-level VA
management teamto move quickly with Enhanced-Use development of VA
property in Salt Lake City. -- The project envisions the public/private
development of VA land to provide space or services needed to improve
Va activities and Enhance VA's mission as well as other compatible
non-VA uses. In addition to the Enhanced-Use project creating
opportunities for non-VA activities, VA is considering the advantages
of relocating off-campus activities to space developed at the Medical
Center as a result of the public/private venture. Office space
developed as a part of the enhanced-Use project could provide needed
space for a number of important VA offices currently located in
leased-space in the Salt Lake city metro area. -- If your organization
