Principle features of the work include all plant labor, materials and
supplies required for the construction of a new line in the Lake Beech
area; backfill and riprap around the lift station raised in Stage 1;
construction of a new line in the Acorn Ridge area; and verification of
cleanouts and other various miscellaneous flood proofing measures
throughout the system. The work in these four areas consists of, but is
not limited to, installation of approximately 770 lft of 4" PVC, 2250
lft of 6" PVC, and 900 lft of 2" PE sewer line; 19,000 cyds embankment;
5,000 syds riprap; raise, replace or install 14 manholes; verify, cap
or raise 29 cleanouts, raise or install 6 residential or system lift
stations; topsoil and seeding. THIS PROCUREMENT IS ISSUED UNRESTRICTED
UNDER THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM (Public
Law 100-656). SIC is 1629. The Small Business Size Standard is $17
Million. The estimated magnitude of construction in terms of physical
characteristics and estimated price range is between $500,000 and
$1,000,000. Solicitations will be available on approximately 30 JAN 98.
Solicitation packages will be furnished upon receipt of a nonrefundable
payment. Charges are as follows: copy of the solicitation with half
sized drawings -- $15, copy of the solicitation with full sized
drawings -- $27, copy of the solicitation with no drawings -$10. Please
address your order to the attention of the Contracting Division and
specify the solicitation number DACW37-98-B-0004. Solicitation packages
may be purchased in person at the Contracting Division Office, 8th
floor, Army Corps of Engineers Centre, Monday through Friday, 8:00 AM
to 3:30 PM. In the event a large business firm becomes the apparent low
bidder, and the low bid exceeds $1,000,000, it will be necessary for
the firm to submit a subcontracting plan prior to receiving the award.
For the purposes of formulating the subcontracting plan on this
contract, the following non-legally binding goals are provided for
informational purposes only: Small Business -- 35.0%, Small
Disadvantaged Business -- 6.0%, Women Owned Small Business -- 3.0%,
