General Services Administration is soliciting proposals for Initial Space Alterations for United States District Court, U. S. Courthouse/Federal Building, Fayetteville, AR. Solicitation No. GS-07P-98-HUC-0028, Project No. RAR98009. Work will include but is not limited to renovation of Judge's chambers and construction of a Clerk's space. The scope of the services includes, but is not limited to demolition of ceilings, partitions, mechanical, electrical and plumbing work and construction of partitions, ceilings, doors and frames, casework and other finishes. Estimated cost range $250,000 -- $500,000. The project is being procured using informal source selection procedures which will result in a firm fixed-price award to the offeror which provides the "greatest value" to the government, with technical ability being more important than price. The term "similar projects" shall be defined for evaluation purposes as construction or renovation of multi-story (three stories or greater, not including basement) office buildings, court facilities or a combination thereof, which were at least 50 percent occupied and functioning in their intended purpose during construction were similar in dollar range to this procurement and were completed within the past 5 years. The evaluation factors are, in descending order of importance: (1) experience and past performance of the prime contractor on similar projects as defined above. This factor considers the quality of the offerors past performance in carrying out work of a similar nature with references to such considerations as timeliness, technical success and completion within budget. (2) Experience, past performance and qualification of key personnel (On-site Superintendent and Project Manager). This factor considers the achievements or excellence accomplished on similar projects by thekey personnel within the past 5 years as well as related education and training. Technical evaluation will be based on responses to the questionnaire which will be a part of the request for proposal . Award of this contract is contingent upon successful negotiations of a reasonable price. However, award may be made without discussions.
