synopsis/solicitation for commercial items prepared n accordance with
the format in FAR Subpart 12.6, the test program in FAR Subpart 13.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotations are
being requested and written solicitation will not be issued!!
Solicitation Number DAAC89-98-T-0058 is issued as a Request for
Quotation!! This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular
90-46. This is a full and open procurement under SIC 5084, Skids!!
Description: Skids -- General Requirements -- All materials and parts
comprising the skids shall be new, of current manufacture, and shall
not have been in prior service, except as required during factory
testing. The seller will guarantee to the Government in writing that
the equipment and materials provided, fabricated by seller under the
requirements and conditions of this specification, and any subsequent
revisions, will be free from defects in material and/or workmanship
under ordinary and normal usage and service, for a period of not less
than one (1) year. The warranty period will begin on the date of
acceptance. Any defects in the material and/or workmanship found within
the warranty period will be repaired and/or replaced by the seller at
the seller's expense. Group II Lumber (Fir) shall be used in
construction of the skids. The measurements of the skids shall be as
shown in Figures 1 and 2. Three-inch angle iron shall be used to frame
the entire parameter of the skid, as shown in Figure 1. All bolts,
screws, and attaching hardware will be used as shown on previous skids,
which can be inspected during site visit. A site visit will be
conducted as required by prospective sellers. Appointments can be made

Instructions to Offerors-Commercial Items (Oct 95) is hereby
incorporated by reference!! The Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous representing
the best value to the Government price and other factors considered.
The following factors shall be used to evaluate offers: Evaluation will
be based on (1) Past Performance (see below). (2) Delivery Terms --
ability to meet required delivery schedule and (3) Price. Factors are
listed in their relative order of importance. Past performance will be
evaluated as follows: Evaluation of past performance shall be based on
information provided by the offerors (see below) and any other
information the Government may obtain by following up on the
information provided by the offerors and/or through other sources (i.e.
offerors performance on previously awarded contracts and/or contracts
with other Government entities). The offerors must identify Federal,
state, local government, or private contracts for which the offeror has
supplied similar products identified in this solicitation. References
should include the most recent contracts completed within the last five
years. The offeror shall provide a point of contact, current telephone
numbers and fax number for each Commercial Items, with its offer!! FAR

Statutes or Executive Orders-Commercial Items (AUG 96), is hereby
incorporated by reference. The following paragraphs apply to this
