L Oswalt, Contracting Officer. The Air Force Development Test Center
(AFDTC) intends to acquire competitively a portable compost screening
unit to screen compost made from a minimum of 5000 tons of mixed
organic solid waste from households and food services, yard waste, and
waste water treatment sludge generated on Eglin AFB per year using
in-vessel technology. The screening unit must create a product that
will pass through no greater than a ten millimeter mesh screen. The
screening unit must be capable of screening out foreign matter
including, but not limited to, metals, glass, plastics (to include
trash bags), rubber, bones and leather. The unit must compost without
clogging or blinding the screen in an effort to reduce down time of the
equipment and operation. It must have at a minimum a six cubic yard
receiving hopper, open at top without grid bars; a conveyor to
transport screened material into a dump truck; and a different conveyor
to transport rejected material away from the screened material to
ensure no commingling of screened and rejected materials. Each conveyor
must include a belt scraper. The screening unit must be transportable
with a 1.5 ton passenger truck. The unit must meet all Department of
Transportation regulations and requirements and must be road worthy.
The unit must be capable of maneuvering and operation off-road,
specifically at Wright Landfill, Wright Florida. If the unit needs to
be adjusted from its transporting position to its operating position,
the unit must be adjustable hydraulically. Any other adjustments
required to operate the unit must be done hydraulically, no manual
adjustments accepted. The unit must at a minimum be capable of being
started and stopped using remote control within a minimum of 30 feet of
the unit. The unit must be operable at adjustable speeds. Electronic
generators will not be an acceptable manner to power the screening
unit; American-made diesel engine preferred. Unit must be assembled and
mounted prior to shipment. Standard commercial warranty is required.
