synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. The solicitation number is
53SBNB860010, and the solicitation is issued as a request for
quotation. The standard industrial classification (SIC) is 5084 and the
small business size standard is 500 employees . Federal Acquisition
Circular 97-02 applies to this acquisition. The National Institute of
Standards and Technology (NIST) intends to acquire from Laser
Analytical Systems, Inc. (LASI), one frequency doubler for single
frequency cw lasers with greater than five per cent (5%) efficiency for
doubling cw light to achieve the required power for radiometry
experiments. The system shall have: A. an external actively stabilized
resonator for highly efficient frequency doubling of single
longitudinal mode cw laser radiation, B. tightly folded cavity for
power enhancement of the fundamental wave. Sideband stabilization
technique (Pound-Drever) using phase modulation of the input light with
enhanced stability of the cavity length against acoustical and
vibrational disturbances, C. easy upgradeability to applications with
a broader range of input wavelengths, D. layout with astigmatism
compensated beam waist at the crystal location. E. flexible breadboard
setup enabling change of optical elements and layout for operation
with different pump sources, F. delivery volume including control unit,
electro-optic modulator for phase modulation of the input signal,
complete mechanics and optics set with Brewster cut crystal, G.
required input polarization: horizontal. Anticipated award date is
February 20, 1997. FOB destination, National Institute of Standards and
Technology, Building 301, Receiving Room, Gaithersburg, MD, 20899 eight
weeks after contract award. The NIST intends to solicit one source
under authority of FAR 13.106-2(a)(5), which permits solicitation from
one source if the contracting officer determines that the
circumstances of the contract action deem only one source reasonably
available. The provision at FAR 52.212-1, Instructions to Offerors --
Commercial, applies to this acquisition. LASI shall include a completed
copy of the provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items, with its offer. The clause at
52.212-4, Contract Terms and Conditions Commercial applies to this
acquisition. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items,
applies to this acquisition and includes the following FAR clauses: FAR
52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for
Special Disabled Veteran Era Veterans; FAR 52.222-36, Affirmative
Action for Handicapped Workers; FAR 52.222-37, Employment Reports on

shall submit a quote for the frequency doubler, technical description
and/or product literature, two copies of the most recent published
price list and one completed copy of the provision at FAR 52.212-3.
