synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. Incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-02.
This acquisition is a total small business set-aside. Responses are due
on or before January 20, 1998. The SIC code is 3861 and the related
small business size standard is 500 employees. The National Institute
of Standards and Technology (NIST), Building Environment Division has
a requirement for a high-speed video camera which will be used by NIST
for recording pool boiling. Line Items are as follows: 0001: One (1)
High-speed Video Camera, Redlake Imaging Model No. Motion Scope HR
2000; 0002: One (1) 4,000/8,000 fps Option; 0003: One (1) 12.5mm -- 75
mm Zoom Lens; 0004: One (1) Clamp, Bogen #2929; 0005: One (1) Variable
Friction Arm, Bogen #2900; and 0006: One (1) Carrying Case for
MotionScope. This is a brand name or equal requirement. If quoting
other than brand name product, the offeror must provide the
manufacturer=s brand, model or part number along with a technical
description of the items being offered in sufficient detail to evaluate
compliance with the requirements of this announcement. This may include
product literature, specification sheets, cuts, illustrations, drawings
or other documents if necessary. The performance and physical
specifications are as follows: 1) Portability; 2) Weight not to exceed
15 lbs.; 3) Built in monitor; 4) Shutterspeed to 1/80,000 of a second;
5) Ability to phaselock a minimum of 3 cameras; 6) Optional cable
length to 100 feet; 7) Removable infrared filter; and 8) Must have at
least a 6000 frames per second speed and sufficient resolution to view
a 0.3 mm diameter bubble. The contractor shall deliver all line items
FOB Destination, 30 days after contract award at NIST, Building 301,
Shipping and Receiving, Gaithersburg, MD 20899. The provisions at
52.212-1, Instructions to Offerors-Commercial, applies to this
acquisition. The provision at 52.212-2, Evaluation-Commercial Items
applies to this acquisition. The Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors
shall be used to evaluate offers: 1) Price; 2) Contractor's approach to
meeting or exceeding the performance and physical specifications.
Offeror=s found to be within the competitive range shall be asked to
give a demonstration of their camera which will include an evaluation
of: 1) Sufficient resolution of pool boiling; and 2) Ability to focus
on and fill a full camera frame with an 8mm x 8mm image. Technical
performance is significantly more important than price. The clause at
52.212-4, Contract Terms and Conditions-Commercial Items applies to
this acquisition. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items,
applies to this acquisition, including subparagraphs (6) 52.222-26, (7)
52.222-35, (8) 52.222-36, (9) 52.222-37, (10) 52.225-3, (13) 52.225-18,
(15) 52.225-21, and Department of Commerce Agency-Level Protest
Procedures Level Above the Contracting Officer, which can be downloaded
from the NIST Web Page located at

submit the following: 1) Quote which addresses the line items listed
above; 2) technical description and/or product literature; 3)
description of commercial warranty; 4) two (2) copies of the most
recent published price list; and 4) one completed copy of the provision
at 52.212-3, Offeror Representations and Certifications-Commercial
Items which may be downloaded from
