The WASHINGTON METROPOLITAN AREA TRANSIT AUTHORITY (WMATA) proposals are solicited for: RFP FI-3201/PCF-Capital Improvement Consultant Services -- Capital Improvement Program (CIP) consultant to develop a 20 year plan to rehabilitate and replace existing capital assets as they age so the high quality of Metrobus and Metrorail Service can be maintained. The service required is a comprehensive analysis to determine future capital rehabilitation and replacement requirements and costs. Assets to be examined include rail cars, buses, yards, maintenance facilities, trackway (tunnels, at-grade and aerial), stations, communications, train control facilities, utilities, traction power, and administrative facilities. The contract term is approximately six months. Experience in the following consultant services is required: facility and equipment assessment; basic building block budgeting for organizations with diverse capital assets, including budget factors and cost drivers associated with bus and rail facilities; rehabilitation and replacement; complex scheduling and estimating to detail time for completion and cost of proposed plan; acquisition strategy to complete proposed CIP program; successful completion of similar work efforts within the past five years; and demonstrated experience in key individuals of the required disciplines to perform the individual tasks including budget, engineering, scheduling, and estimating. Source selection will be through competitive negotiation. It is projected that RFPs will be issued on or about January 21, 1998, with proposals due February 20, 1998. A Pre-Proposal Meeting will be held at 1:00PM on February 2, 1998. Consultant shall comply with E.O. No. 11246 and DBE participation of 36% of total contract costs.
