Contracting Officer Federal Prison Industries, Inc. (FPI), which
operates under the trade name UNICOR, intends to enter into a contract
for leases for FPI's system furniture product offerings. FPI is a
wholly-owned Government Corporation within the Department of Justice,
under the Federal Prison System. FPI operates more that 100 factories
and its product lines include over 175 separate products and services
sold exclusively to federal agencies and the Department of Defense.
UNICOR's mission is to employ and provide skills training to the
greatest practicable number of inmates in federal correctional
facilities necessary to ensure safe and secure operation of such
institutions, and in doing so, to produce market priced, quality goods
in a self-sustaining manner that minimizes potential impact on private
business and labor. FPI, Systems Furniture Group is currently seeking
to develop a multiple award contract that will provide leasing
opportunities for FPI customers through bona fide financial
institutions or bona fide leasing companies. The leasing program will
be for systems furniture only and will be established as a Lease to Own
Program (LTOP). The leasing options will be from one to five years. The
program will operate as a Basic Ordering Agreement (BOA) between the
lessee and lessor. UNICOR will provide product and installation only.
