The USPS seeks a quality-conscious company capable of manufacturing read heads for our Wide Area Bar Code Reader (WABCR), including an encoder/tachometer modification kit. The WABCR read head is a device consisting of electrical and optical components which require precise alignment and extensive testing. The encoder modification is a kit consisting of an encoder, cabling, and mechanical parts. The company which provides these items will have extensive successful experience manufacturing similar items. That company may be required to provide up to 2,000 WABCR Read Heads at the rate of 100 per week, up to 9,000 kits to modify existing read heads at the rate of 500 per week and up to 10,800 encoders at the rate of 575 per week. Delivery of all units is expected 14 months after contract award. The USPS intends to prequalify suppliers for this individual purchase. Prequalification is a process whereby a supplier's ability to meet specific USPS requirements is evaluated. Prequalified suppliers are companiesor individuals whose record of performance in the marketplace (commercial or governmental or both) has demonstrated their ability to perform to consistently high standards of quality and reliability. The prequalified suppliers list will remain in effect for a period of one year. Not all qualified suppliers responding to this announcement will necessarily be placed on the prequalified list. The prequalified list may be limited to suppliers considered most qualified to meet the Postal Service's requirements or to a smaller list that will provide adequate competition. A future solicitation for this purchase will be issued within the next 90 days. Competition may be limited solely to prequalified suppliers.
