February 13, 1998 The OSRI announces a competition for Small Spill
Education and Research Programs Applications are being accepted from
individuals and/or organizations to develop programs in education,
prevention and response in the area of small oil spill technology. The
largest number of reported oil spills in the marine environment
involve vessels during on-water fuel transfer and bilge discharges. The
Oil Spill Recovery Institute (OSRI) is committed to funding education
and research programs focused on reducing and cleaning up small oil
spills. OSRI solicits proposals to: (1) provide a forum to bring vessel
operators and vendors together to share ideas to increase awareness and
reduce the occurrence of small spills that are a chronic problem in
harbors, fishing areas and remote villages; (2) develop research
programs to investigate new techniques to reduce small spills resulting
from on-water fuel transfer and bilge discharges; (3) develop research
programs to investigate new methods of small spill cleanup in enclosed
harbors; (4) implement programs for testing of new techniques for
on-water fuel transfer, bilge discharging and harbor cleanup; and, (5)
provide extension services to educate vessel owners on improved
procedures for on- water fuel transfer, bilge discharging and harbor
cleanup. The number of grants awarded will be based on response, with
individual awards up to $30,000 depending on program requirements and
scope. The duration of these grants will be for one year with options
to renew. Application Process Interested applicants must submit an OSRI
grant application package. This application may be obtained as a
downloadable file from the OSRI homepage (http://www.pwssc.gen.ak.us/
osri/osri.html). As part of the application package, submit a detailed
project description of 3-5 pages including summary, objectives,
methods and a time line. Attach the applicant's curriculum vitae and a
budget showing total project cost and the amount requested as an OSRI
grant. The curriculum vitae must include the applicant's educational
background, work experience, awards received and a complete list of
publications. Applicants must also submit the names of three
references. The original and three copies of proposals, including the
copy bearing the signed cover page, should be mailed to: Dr. Gary

Box 705 Cordova, AK 99574 Awards Proposals, due by February 13, 1998
will be evaluated by the Staff and/or a committee appointed by the OSRI
and the disposition communicated to applicants by April 15, 1998. The
awards will be made as soon as contract negotiations allow with support
up to $30,000. The initial award will be for one year with continued
support dependent on successful completion of proposed project,
submission of final report and pending the availability of funds.
Awards made as a result of this competition will be administered in
accordance with the terms and conditions of OSRI Grant Policy Manual.
