William B. Joiner, bjoiner@mail.arc.nasa.gov. NASA/ARC plans to issue
a Request for Offer (RFO) for Research and Development of Advanced Near
Infrared Focal Plane Technology. The goal of this development is to
design, fabricate, test and demonstrate a promising near-IR focal plane
technology which will enhance or enable the development of the Next
Generation Space Telescope. Focal Plane technology indicates a complete
sensing subsystem, including the detection, readout, and on-chip
multiplexing functions. The devices will be produced in carriers (e.g.
68-pin leadless chip carriers) for laboratory evaluation and not in a
final flight-type mount. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. The SIC Code and Size
Standard are 3829 and 500 employees, respectively. The DPAS Rating for
this procurement is DO-C9. All qualified responsible sources may
submit an offer which shall be considered by the agency. The
anticipated release date of the RFO is on or about January 23, 1998,
with an anticipated offer due date of on or about March 11, 1998. An
ombudsman has been appointed -- See Internet Note "B". The solicitation
and any documents related to this procurement will be available over
the Internet. These documents will be in Microsoft Office Suite (Word
6.0, Excel 5.0, PowerPoint 4.0) format and will reside on a World Wide
Web (WWW) server, which may be accessed using a WWW browser
