Archer, Contracting Officer, (703) 325-5028 This effort is a sole source modification to the Center for Verification (CVR) contract with Science Applications International Corporation (SAIC). The purpose of this effort is to catalog the completed Defense Special Weapons Agency (DSWA) arms control technology efforts and then to synthesize and apply the technologies and knowledge to developing a prototype Arms Control Technology Reference and Display Center and a capability to convey those technologies and knowledge to world wide DoD users through a web site. SAIC is the most cost effective and logical choice to perform this effort. First, the Reference and Display Center will be located at the CVR. SAIC has provided technical advice and monitored all of the work to be cataloged. Through its extensive historical insight, it will be able to efficiently and effectively analyze all of the arms control products. No other performer can bring this relevant background immediately to the task. Also, CVR already has an ongoing effort to maintain a library of arms control material which will be evaluated as part of this effort. Moving this elsewhere would be costly and of no material benefit. A sole source to SAIC is the most time and cost effective means for the Government to accomplish this effort.
