Texas Veterans Health Care System, (STVHCS) has a requirement for a
firm-fixed price indefinite delivery/indefinite quantity (IDIQ)
contract for multi-discipline Architect Engineer (A/E) Services on an
as needed basis in support of the San Antonio and Kerrville Division
Medical Centers. Typical services include, but are not limited to,
design services through schematic design, Request for Proposals (RFP)
packages for design/build projects, technical studies, design reviews,
cost estimating, value engineering studies and presentations,
construction submittal review, and consulting for specialty services
not available through the design A/E such as constructability review
and quality assurance/quality control. In addition, the IDIQ/A/E must
be able to provide all disciplines, architectural, structural, civil,
electrical, mechanical and plumbing as required by the STVHCS. The
IDIQ/A/E may be utilized for all services, including design for minor
construction and non-recurring maintenance (NRM) projects. Resulting
IDIQ contract will be for a one year period from date of award with
four one year renewal options. The Government is uncertain as to the
number of task orders that will be placed against the contract during
the term of the contract; however, a minimum of $25,000 and up to a
maximum of $500,000.00 is anticipated. Individual task orders may be
issued for any amount up to $450,000.00. After selection, negotiations
will be conducted with the IDIQ/A/E. The STVHCS anticipates award will
be made for a set all inclusive hourly rate and negotiations on
individual task orders will be limited to the hours required to perform
the task order. Firms desiring consideration are invited to submit
current completed SF-254's and SF-255's by close of business February
17, 1998. Facsimile copies will not be accepted. Evaluation factors for
consideration of qualifications listed in descending order of
importance are : (1) Professional qualifications necessary to support
satisfactory performance of required services; (2) Specialized
experience and technical competence to support satisfactory performance
of required services; (3) Ability to provide telephonic/electronic
response between the hours of 8 a.m. and 4:30 p.m. Monday-Friday, and
on-site response within three (3) hours after telephonic/electronic
notification by the appropriate representative of the STVHCS
Monday-Friday; (4) Past performance will be evaluated to ensure an
offeror is able to perform the contract successfully. Each offeror
shall identify past or current contract/agreements for efforts similar
to the requirements stated. The past performance information can
include, but is not restricted to, performance information regarding
predecessor companies, key personnel who have relevant experience, or
subcontractors that will be performing major or critical aspects of the
requirement. In the case of an offeror without a record of relevant
past performance or for whom information on past performance is not
available, the offeror may not be evaluated favorably or unfavorably on
past performance. The area of consideration will be limited to the
State of Texas and firms able to meet the times specified under
evaluation factor (3). Multiple SIC's as follow apply: 8711, 8712, and
