Institute (EMI), U.S. Army Engineer Waterways Experiment Station,
Vicksburg, Mississippi, has a requirement to provide training, review
and technology transfer, research design and implementation, and
software development and application work that is part of planned or
ongoing Research and Development Programs (R&D) and reimbursable
activities. In general, these activities involve the use of highly
quantitative ecological modeling techniques to describe the
relationship between the ecological components of concern and known
sources of stress associated with both military and civil works
activities. These activities include: 1. human health risk assessment
and environmental risk assessment (ERA); 2. quantitative ecotoxicology;
3. quantitative uncertainty analysis as related to ERA, including the
use of Monte Carlo methods, interval analysis, probability bounds
analysis and other pertinent methods for propagating uncertainty in a
quantitative fashion; 4. development of softwaretools to model the
ecological effects caused by environmental contaminants and; 5.
Ecological modeling including population modeling techniques, food web
modeling, metapopulation modeling, population viability analysis. A
partial listing of types of services required by these activities is as
follows: A. Organize and conduct onsite training and workshops in the
areas of ERA and ecological modeling techniques, including population
modeling and food web modeling; B. Develop and/or apply mathematical
ecological models, including population models in support of
site-specific risk assessments; C. Develop computer programs and
software to execute mathematical modeling in support of ERA; D. Develop
computer programs and software to execute ecological models in support
of environmental/resource management; E. Prepare and/or review draft
technical reports and papers for submission to peer-reviewed scientific
journals; F. Participate in demonstrations of technology and models for
sponsors or others and; G. Participatein meetings with sponsors and
assist in the development of scopes of work. The contract shall be in
effect for a period of one year with the option to extend for four
additional years. It is anticipated that a cost plus fixed fee contract
will be awarded as a result of this solicitation. DACW39-97-R-0008 will
be issued on or about 26 January 1998. This procurement will only be
available via the Internet as printed solicitations will not be
available. Also, the Government reserves the right to use only the
Internet as notification of any amendments to this solicitation. It is,
therefore, the offeror's responsibility to view the website frequently.
