DLA ELECTRONIC MALL (EMALL) PRE SOLICITATION CONFERENCE ANNOUNCEMENT The Defense Logistics Agency (DLA) plans to launch an expanded Internet based Electronic Mall, known as the DLA EMall, in January 1998. Through the EMall, all military customers and other authorized users can order spare parts and other needed logistics or operational support items more conveniently and quickly. DLA's EMall customers will be able to search for their requirements and place orders for items in DLA stock or directly from vendors who are participating in the EMall. The EMall will consist of a powerful search engine that will quickly provide information on exactly which products, prices and delivery options are available for items managed from DLA inventory or items available from vendors. All vendor items will be covered by long term contractual arrangements which will permit customers to order items that will be shipped directly from the vendor at discounted prices. EMall customers will be able to purchase itemsby traditional MILSTRIP requisitions or with the IMPAC credit card. The EMall will allow DLA customers to do real- time comparison shopping among multiple sources, including DLA inventories. The EMall permits vendors to participate and offer products by two different methods. One method is called PartNet and is based on vendors maintaining their own distributed database of item information. The other method is called Electronic Catalog or ECAT and is based on vendors submitting a database which is maintained centrally. Both methods will be equally accessible to EMall customers to search for, evaluate, and select products for purchase. Vendors who are interested in participating via PartNet should contact the Defense Supply Center Columbus, Contracting Initiatives Lab (DSCC-PL), who will be issuing a solicitation for EMall participation through PartNet.
