Center at Los Angeles Air Force Base (LAAFB) is analyzing the current
Government-operated Military Family Housing (MFH) administrative
functions under OMB Circular A-76. The cost of contract performance
will be compared to an in-house performance proposal to determine if it
would be more advantageous for the Government to contract out the
housing management services for LAAFB MFH located at Fort MacArthur,
San Pedro, CA. If this function is contracted, the Government
anticipates the award of a firm-fixed price contract with a basic
one-year period of performance and four one year options. Housing
Management services include administration of occupancy, assignment,
termination of MFH; management of a lease housing program; providing
off-base housing referral and relocation services; management of
unaccompanied housing; providing housing technical data and reports;
preparation of day-to-day correspondence; and assistance in conflict
resolution between tenants. This requirement includes 574 housing
units, with 71 additional units scheduled to be completed at the end of
calendar year 1998, 30 leased units, and 3 unaccompanied personnel
dormitories. The estimated value of this requirement is less than $2.5
million for the 5-year period. This proposed acquisition is being
considered as a competitive set-aside under Section 8(a) of the Small
Business Act (15 U.S.C. 637(a)). If adequate responses are not received
from qualified 8(a) firms, the proposed acquisition will be established
as a small business competitive set-aside. Interested 8(a ) and small
business firms are requested to provide to the Contracting Officer as
early as possible, but not later than 15 days after this notice, a
Statement of Capability (SOC) which provides detailed evidence of
capability to: (1) Administer occupancy, assignment and termination of
MFH, (2) manage a lease housing program, (3) provide off-base housing
referral and relocation services, (4) manage unaccompanied housing,
(5) accomplish housing technical data reports and day-to-day
correspondence, and (6) assist in resolution of conflict among tenants.
Request SOC include the full company name, business size and evidence
of 8(a) eligibility, relevant past performance, and proposed teaming
arrangements. Firms should ensure SOCs are complete and sufficiently
detailed to allow the Government to determine firm's qualifications to
perform the defined work and business size eligibility. SOCs will be
the basis for the Government's decision to establish this requirement
as an 8(a) or small business set aside for competitive acquisition. No
