hereby amends synopsis/solicitation MDA220-98-R-0050. The purpose of
this amendment to is provide answers to offeror questions, as follows:
QUESTION: Does a manual currently exist? ANSWER: A manual such as this
does not currently exist. There is, however, a standard operating
procedures manual that will be of assistance in the development of the
Paralegal/ Customer Service Manual. QUESTION: Are there any policy or
procedural documents or statements that should be included in the
manual; and, is this information easily accessible? ANSWER: Yes, they
are in the standard operating procedures manual discussed above. This
and copies of relevant statutes and regulations will be made available
after award. In addition, staff of the Garnishment Operations
Directorate (DFAS-Cleveland) will be available to answer questions and
provide information prior to and during the development of the manual.
QUESTION: If policy and procedure information must be assembled by the
contractor, does your time frame of80 days incorporate this effort?
ANSWER: Yes. QUESTION: Is this manual being produced for one state or
nation-wide distribution? ANSWER: The manual is being developed for a
single Federal agency, the Defense Finance and Accounting Service for
paralegals and customer service representatives that are centralized at
our Cleveland Center. Their responsibilities involve applications of
Federal laws and those of all the states. The manual should include
only summary information about each state's laws, however. QUESTION: If
the manual is to be distributed nation-wide, must the manual contain
information about each state's laws? ANSWER: Yes, but just a brief
summary. See previous response above. QUESTION: Are the time frames
firm or will you accept alternatives? ANSWER: The time frames represent
the Government's desired time frames; alternatives may be proposed.
QUESTION: What paper weight would you like for the pages and dividers?
ANSWER: 20 pound white. QUESTION: Should our proposal include the cost
for updates or will this be contracted separately? ANSWER: The proposal
should not include the cost of updates. QUESTION: If the cost of
updates are to be included, how many updates to you anticipate? ANSWER:
See previous response. QUESTION: Are the paralegals and customer
service representatives all located in Cleveland? ANSWER: Yes.
QUESTION: Are the 80 days required to complete the project calendar
days or workdays? ANSWER: Calendar days. QUESTION: Is there a required
format for the proposal? Are there specific sections that should be
included? ANSWER: The format and sections are described in the original
synopsis/solicitation. QUESTION: How many copies of the technical and
business proposal are required to be delivered? ANSWER: 2 each.
QUESTION: Are there more detailed evaluation criteria, other than
knowledge and experience in the development of training and reference
manuals for professionals" and "price"? ANSWER: No. QUESTION: How many
pages are involved in the current manual or materials? Five
encyclopedia volumesof information, a 500 page text book, or 100 pages
or less? ANSWER: There is no current manual. QUESTION: Is the current
manual or material too lengthy and wordy or too brief? ANSWER: There
is no current manual. QUESTION: The electronic manual is to be
delivered in Word 6. Is there a preferred software for importing
graphics and charts into the Word 6 document? ANSWER: The Operations
Directorate has NT systems and Microsoft Office; graphics must be
