Project Designn and Built LOW NOx Emission Control Project Picatinny Arsenal, Dover NJ The project consists of the design and retrofit of low NOx burner systems and the addition of flue gas recirculation to two (2) 240 million BTU per hour dual fuel (No. 6 oil and natural gas) boilers. The project includes the removal of existing systems, and the design and installation of four (4) burner assemblies per boiler, the installation of flue gas recirculation systems for each boiler, replacement of forced draft fans, burner management systems, fuel trains, fuel and combustion instrumentation and controls. The value of this project is estimated between $2,000,000 and $5,000,000. FAR 36.3 -- Two Phase Design-Build Selection Procedures will be used in the Contractor selection process. Phase One qualification is open to all interested firms. After Qualification Statements for Phase One are submitted, the United States Army Corp. of Engineers (USACE) will select a maximum of five qualified offerors. to continue with Phase Two The following evaluation factors will be used to evaluate Phase One qualification statements. Factors are listed in decending order of importance. 1.Offeror's Technical Qualifications 2. Proposed Nox Burner Technology, 3.Offerors Financial Strength, 4. Experience With Same Burner Technology and Size. 5. Offeror's Experience on Similar Projects. 6. Offeror's Resource Availability, 7. Offeror's Organizational Structure, 8. Offeror's Key personnel Assignment, 9. Offeror's Quality Control Procedure. No cost no price related information is required nor allowed under Phase One Submittal. In Phase Two, no more than five qualified offerors will be required to prepare and submit a technical proposal which includes a conceptual (30%) design and a cost proposal for the burner system retrofit design and construction based on design criteria, specifications and diagrams prepared by USACE. The installed and operating burner systems shall conform to approved detailed design, installation, and burner performance specifications, and to meet or exceed the New Jersey Department of Environmental Protection (NJDEP) air regulatory permits for this project. In Phase Two, solicitation documents will provide the complete statement of work.. Project acceptance criteria will include emission and combustion performance testing and analysis to verify compliance. The work is to conform with a project schedule where one of the project boilers is available without disruption to provide the facility's steam supply. The current project schedule calls for design to be complete during the fourth quarter of calendar year 1998. Release for construction, equipment procurement, and prefabrication are to be performed the first quarter of calendar year 1999. The two boilers are to be sequentially completed, operational and ready for acceptance testing by the fourth quarter calendar year 1999. Only one of these boilers will be permitted to be off line at any time. Contractor shall complete acceptance testing and obtain USACE project acceptance by first quarter calendar year 2000. Contractor responsibilities will also include providing operation and maintenance manuals and boiler operator training. The successful offeror will be required to provide the following services: (A) DESIGN -- 60% design submission, 95% design submission, and 100% design submission of Final Construction Documents and assistance with the final plan check and approval. Provide design drawings in AUTOCAD Release 12 or later format. (B) CONSTRUCTION -- The Contractor will be required to construct the USACE/Low NOx Emission Control Project completely and in accordance with the approved Final Construction Documents, including required submittals, furnishing of all required materials, equipment and personnel. The Contractor shall manage, administer, supervise and inspect the construction. The coordination and superintendence of all work shall be the responsibility of the Contractor. The Contractor shall be responsible to develop burner emissions and performance testingprotocols acceptable to both the USACE and NJDEP, to conduct actual testing, prepare and formally submit test results to USACE, receive approvals from USACE. SUBMISSION OF QUALIFICATION STATEMENT: Phase One Request for Qualifications package DACA51-98-R-0012 will be available on or about 22 January 1998 on the New York District Web Site www.nan.usace.army.mil/intra/index.htm#CBD.. This package is only available on the forementioned website. Complete submittal instructions for Phase One are contained in this package. The Phase One qualification statement will be due on or about 21 February 1998. The Qualification Statement shall not be more than 75 pages.
