INL Bureau is requesting offers for the purchase of at least 10 each
portable land mine detectors for use in South America. This procurement
is a small business set aside. The land mine detectors should meet the
following technical specifications:Power supply:Four 1.5 Dry Battery
Cells, Battery Type:ANSI Standard Size "D", IEC Standard Size "LR20";
typical operating endurance (at medium temperature with alcaline
batteries): 70 hours, detection ranges:mine with very small metal
content (O.15g): 10 cm, typical anti-tank mine: 50 cm, storage
temperature:-55 degrees C to +85 degrees C; operating temperature -40
degres C to +55 degrees C: NATO Stock Numbers: 6665-21-906-1023;
6695-12-316-9427; weights:AN-19/a Mine Detecting Set 6.10 kig; search
head with telescoping pole 1.30 kig; electronics unit 1:10 kg;
headphone 0.15 kg; carry bag 1.20 kg; transport case 2.35 kig;
dimensions of transport case: 800 X 300 X 130 mm; elecronics unit 185
X 80 X 150 MM; search head 270 mm (diameter), telescopic pole:1620 mm
fully extended 770 mm collapsed. The Government will make an award to
the responsible Offeror(s) whose offer conforms to the solicitation
contained herein and is most advantageous to the Government (i.e. that
which represents the best value to the Government), cost or price and
other factors including time period required for delivery to the US
Despatch Agency, Miami, FL, considered. The combined relative merit of
the technical evaluation factors listed above will be more significant
than cost or price in the selection of the contractor. While the cost
or price factor has no numerical weight, it is a criterion in the
overall evaluation of proposals. Furthermore, the proposed cost or
price must be considered reasonable and must reflect the proposed
technical requirements for the vehicles. The Government may award a
contract to other than the lowest priced offer. In the event that two
or more offers are considered technically equivalent, the evaluated
cost or price and delivery time will be of primary importance in
determining the proposal most advantageous to the Government. Delivery
period must be no greater than 90 days. Total prices quoted for the
equipment by all vendors must be FOB price to US Despatch Agency,
