ADVANCED ATTACK HELICOPTER (AAH) AUGMENTATION DUE 013098 POC Ralph M.

moser@doim6.monouth.army.mil. This is a Market Survey to determine the
availability of contractor maintenance and sustaining support of
AN/USM-410 systems deployed to tactical and non-tactical sites,
worldwide, over basic period 1 Nov 98 -31 Oct 99, and the option
periods 1 Nov 99 -- 31 Oct 00 and 1 Nov 00 -- 31 Oct 01. The technical
data package for the core AN/USM-410 lacks complete test requirements
documentation and, to a large extent, data is comprised of source
controlled documentation for components/assemblies. The government does
not own the performance and specification data for the APACHE EETF
Augmentation Equipment. The prime contractor for the EETF, BOEING
McDonnell subcontracts augmentation portion to Lockheed Martin.
Specific services to be provided include a. On-call/on-site field
maintenance and technical support to AN/USM-410(V) and AAH peculiar
augmentation subsystem of the Electronic Equipment Test Facility
supporting the APACHE Helicopter. On call field service support
representatives will provide prioritysupport of EETF (tactical and
non-tactical systems) deployed to CONUS/OCONUS locations. b. Emergency
backup support to non-tactical and tactical core AN/USM-410(V) and
MSM-105 sytems. Backup support will be utilized when the AN/USM-410(V)
system operation cannot be restored by the field user or depot field
service representatives. The contractor will be required to maintain a
cadre of technical representatives qualified to provide support on an
as required basis. c. Depot level repair support to AN/USM-410 and AAH
Peculiar Augmentation modules, PCBs, subassemblies and components
returned from: (1) AN/USM-410(V) and EETF sites. Repaired subassemblies
will be returned to Government owned, contractor operated storage for
re-issue to AN/USM-410(V) and EETF users in response to field support
requirements. (2) Government depots as "F" Stock. The repaired
subassemblies will be returned to the Army Supply system for reissue to
field/depot users. A large percentage of "F" stock repair is
accomplished directly at Tobyhanna Army Depot (est. 80%). Contractor
repair support is utilized for those items which are not repairable at
Government depots. d. Sustaining Engineering Support Services.
Contractual sustaining support services are required to provide the
engineering capability to respond to user reported problems,
hardware/software/ILS deficiencies and to implement material changes
necessary to ensure continued system readiness and long term
sustainabiliy. Requirements for sustaining support services will be
defined by the requiring activity. Contractual implementation of these
requirements will be directed through the PCO. e. Program Management.
The contractor will provide a centralized program management activity
to serve as a single point of coordination between themselves, CECOM
