intends to award a purchase order to Molecular Dynamics, Inc. on a sole
source basis for the acquisition of a turnkey dual-line Laser
Fluorimaging System. This fluorimaging system shall be delivered
configured with a multi-purpose dual excitation laser induced
fluorescence scanner allowing for sample components to be readable
directly from gels, membranes, TLC, or micro titre plates when labeled
with a wide variety of single and dual fluorescent labeling protocols,
and have sensitivity to not less than 1.0 fmole fluorescein end-labeled
DNA in polyacrylamide gel. Data acquisition electronics shall be
calibrated automatically to ensure run-to-run repeatability. Scan time
shall be less than 2 minutes for 20x25 cm scan area for single color
at standard resolution and less than 30 minutes for dual-color scan at
high resolution and high sensitivity. The system shall include
software which controls scanning, multiple color separation, image
display and tools for both quantitative data analysis and final reports
that is compatible with EPA's existing software and equipment.
Additionally, the fluorimaging system shall have 5 orders of magnitude
dynamic range, digital signal values storage in log format for greater
intensity discrimination of low signal values, conversion utility for
compatibility of image files with Macintosh or PC-based system desktop
publishing programs, applications software for display and results
analysis, and automated 1-D electrophoresis analysis software. The
associated computer work station shall minimally consist of an Intel
Pentium Pro 200MHz, 32MB EDO RAM, 256 KB external cache, 2GB or larger
EIDE hard drive, 8X or faster multi-session IDE CD-ROM drive, 1.44 MB
3.5" diskette drive, ISA expansion slots, PCI expansion slots, shared
PCI/ISA expansion slot, 17" SVGA monitor, PCI local bus SVGA video
accelerator card adapter with 2MB RAM, 3Com 10/100 Base-TX Fast
Etherlink network adapter, SCSI interface card, 104-key keyboard, two
button mouse, Windows NT 4.0 or higher, MS Office Pro, and image
analysis and display software. This action is being pursued on a sole
source basis because Molecular Dynamics, Inc., is currently the only
source known of commercially available equipment which will interface
directly with EPA's existing family of machines (Phosphoimager,
Densitometer, and Fluorimager), workstations, and software platform
(ImagequaNT, FragmeNT). Any firm which feels it is capable of meeting
these requirements may submit technical documentation to establish its
ability to furnish the turnkey dual-line laser fluorimaging system
which is fully compatible with EPA's existing equipment and software.
Only those firms which submit such technical documentation will be
considered. Written documentation must be provided on or before
February 6, 1998 and may be mailed to 26 W. Martin Luther King Drive,
Cincinnati, OH 45268. Failing receipt of the requested technical proof,
USEPA will proceed to negotiate with Molecular Dynamics, Inc. for the
