Veronica C. Stubbs, Veronica.C.Stubbs.1@gsfc.nasa.gov. NASA/GSFC plans
to negotiate a one-year extension to Contract NAS5-32371 with
Atmospheric Environmental Research, Inc., (AER), beyond the current end
date of the contract (2/28/98)). This extension is required to complete
scientific investigations relevant to the atmospheric effects of
stratospheric aviation. NASA is charged, through the Office of
Aeronautics Atmospheric Effect of Aviation Program (AEAP) with
providing an assessment report on the possible environmental effects of
engine exhaust from a hypothetical fleet os stratospheric aircraft on
the stratospheric ozone layer by the end of 1998. AER is the only known
source to have developed the necessary interactive models and
scientific expertise to address all program objectives. AER has
participated in model development and intercomparison activities since
1970. The AEAP is scheduled to end in 1998 and all assessment reports
on possible environmental effects must be submitted by the end of the
program. Statutory authority for this sole source procurement is 10
U.S.C. 2304(c)(1) -- Only One Responsible Source. However, companies
who believe they can provide these services without any detrimental
impact to the program schedules supported by this work, should fully
identify their interest and capabilities within 15 days after
publication of this synopsis. See Number Note(s): 22. The Government
does not intend to acquire a commercial item using FAR Part 12. See
Note 26. An Ombudsman has been appointed. See Internet Note "B".
Interested firms have 15 days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. All qualified
responsible sources may submit an offer which shall be considered by
