COMMERCE BUSINESS DAILY ISSUE OF JANUARY 15,1998 PSA#2012Phillips Laboratory, Directorate of Contracting, 2251 Maxwell Avenue
SE, Kirtland AFB, NM 87117-5773 A -- REQUEST FOR INFORMATION -- SPACE BASED RADAR INTEGRATED PRODUCT
TEAM POC Lt. Kyle Novak (505) 846-4287, electronic mail at
novakk@plk.af.mil E-MAIL: click here to contact the project officer,
novakk@plk.af.mil. The Space Based Radar Integrated Product Team (SBR
IPT), a standing body of the Air Force Research Laboratory (AFRL), is
requesting information regarding SBR advanced technologies and concepts
to meet surveillance and threat warning mission needs. The information
will be used to assist the SBR IPT in assessing feasibility and
developing technology investment plans in early to mid 2000 time frame
for an SBR system. The SBR system will be expected to perform the
following tasks: synthetic aperture radar (SAR) imaging, ground moving
target indication (GMTI), and air moving target indication (AMTI). Of
particular interest are innovative concepts and technologies leading
to improved satellite performance and reduced system cost. The primary
areas of interest include system concepts, antenna systems and
structures, power systems, processing, and components. The following
attributes/keywords apply to these specific areas: A. System Concepts:
monostatic, bistatic, multistatic, and distributed architectures;
B.Antenna Design: reflector, phased-array and spacefed lenses,
stressing deployable antenna structures; C. Power System: technologies
in generation, storage, and distribution; D. Processing: (onboard and
groundstation) signal processing, data processing, digital
beamforming, displaced phased center antenna (DPCA), space time
adaptive processing (STAP), adaptive nulling, and electronic antenna
motion compensation; E. Components: lightweight, radiation-tolerant RF
and digital components including A/D converters, phase shifters,
transmit modules, signal generation, DC-DC converters, and processors.
Information is intended to give the Air Force an understanding of the
range of possible solutions. Please include answers to the following
questions in responses: 1. In what means does the technology apply
(antenna, power system, etc.)? 2. What is the maturity of the
technology (concept through current-off-the-shelf)? 3. What are any
unique requirements of the technology (specific wavelengths, specific
hardware, etc.)?4. What are the major performance attributes of the
technology and how does this compare to state-of-the-art capabilities?
Responses should include respondent's full contact information and
business or industry affiliation. Written responses or dialog with
respondents clearly indicated as competition-sensitive or proprietary
will be handled appropriately. Proprietary information should be marked
as such on each page. Note that reviewers for the Government will
include individuals from Nichols Research Corporation (NRC) and
Research and Development Laboratories (RDL) performing under Air Force
manpower support contracts. Interested parties should reply no later
than 30 days from the posting of this RFI. Firms responding are
requested to indicate whether they are, or are not, a small business,
a small disadvantaged business, a woman-owned business, an 8 (a) firm,
an intra-governmental organization, a large business, an
education/non-profit organization or a Historically Black College or
University or Minority Institution (HBCU/MI). The size standard is
1,000 employees, SIC 8731. This synopsis is a Request For Information
only and does not constitute a commitment on the part of the Government
to purchase or acquire systems or services. The Government will not
reimburse response preparation expenses for this effort or pay for
information requested herein. Parties interested in responding to this
RFI should contact Lt. Kyle Novak by phone (505) 846-4287, electronic
mail at novakk@plk.af.mil, or mail AFRL/VSSS, 3550 Aberdeen Ave. SE,
