Verification program, the U.S. Environmental Protection Agency, in
collaboration with the U.S. Department of Energy, is working to test
and verify the performance of environmental decision support software
(DSS) packages. Decision support software integrates environmental data
and simulation models into a framework for making site
characterization, monitoring, and cleanup decisions, (e.g., where to
sample, risk analysis, cost/benefit of additional sampling, etc.). An
effective DSS package should integrate, analyze, and present
environmental information in an effective manner to assist a project
manager in developing a cost-effective and technically defensible
cleanup or monitoring strategy. The EPA Regions, several Program
Offices, and other Federal Agencies have expressed an interest in the
performance of these Decision Support Packages when tested under
real-world conditions. To accomplish this purpose, the DOE and EPA are
developing a testing and verification study. A number of
well-characterized sites will be used as reference points against which
the performance of each software package will be measured. To conduct
the test, each developer will be given information on the site history
and a target compound list. Analytical data from certain sampling
points and, where available, physical parameters such as groundwater
flow rates will also be provided. The developers will be expected to
preduct the location and number of additional sampling points required
to describe the contaminant plume with enough confidence to support
engineering decisions such as a remedial action or a long-term
monitoring plan. To explain the process to potential participants, an
informational meeting will be held on February 18, 1998 at the U.S. EPA
Region 9 Headquarters in San Francisco. Interested parties should
contact one of the individuals listed above to receive an invitation to
this meeting. This notice is one method being used to solicit interest
in this test of these technologies.This verification program is
sponsored in part by the Consortium for Site Characterization
Technology (CSCT) which is one of the pilots under the Environmental
Technology Verification Program. The CSCT is a partnership between the
EPA and the Department of Energy. The CSCT offers technical expertise
to support the demonstration and will provide access to the testing
venues. A goal of the CSCT is to facilitate the acceptance and use of
new technologies that are applicable to a wide range of environmental
problems. The CSCT meets this goal by working with technology
developers and other Agencies in planning and conducting
demonstrations, evaluating the data generated, and promoting acceptance
of the technology. The CSCT does not offer any direct financial support
to those wanting to participate in a technology demonstration. The
developer is expected to secure the resources to support their
participation in the verification process. The CSCT does give
developers a technology verification pathway, from demonstration
planning to data evaluation, to receipt of a verification statement
from the EPA. Interested developers with appropriate technologies
(i.e., commercially available with proven field experience) should
provide a one page letter of interest to Terry Sullivan (Techical
