Force Research Laboratory's (AFRL) Air Vehicles Directorate anticipates
a competitive acquisition (full-and open competition) for technical
services in support of real-time, human-in-loop flight simulation
activities conducted within the Air Vehicle Simulation Branch
(AFRL/VACS), Vehicle-Pilot Integration Branch (AFRL/HECI), Crew Systems
Branch (ASC/ENFC) and Development Planning Directorate (ASC/XRB).
Specific duty locations include buildings 145, 146 and 248 as well as
the "Speckled Trout" aircraft, for which primarily purchasing support
is required. The anticipated period of performance is 01 Jun 98 through
30 Sep 98. Four one-year options may be awarded. The intent of this
announcement is to inform all interested sources that a Request For
Proposal (RFP) is intended to be released electronically on or about 02
Feb 98. The RFP and any additional documents necessary for this

upon market research, the Government is not using the policies
contained in Part 12, Acquisition of Commercial Items, in its
solicitation for the described supplies or services. However,
interested persons may identify to the contracting officer their
interest and capability to satisfy the Government's requirement with a

Plaisted has been appointed as Ombudsman to hear concerns from
offerors, or potential offerors, during the proposal development. The
purpose of the Ombudsman is to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. Existence of an Ombudsman does not diminish the authority of
the program director or the contracting officer. Accordingly, the
Ombudsman does not participate in the preparation of solicitations, the
evaluation of proposals or the source selection process and, therefore,
