FLEET AUTOMOTIVE SUPPORT INITIATIVE UPDATE FLEET AUTOMOTIVE SUPPORT INITIATIVE Amendment 1 to Proposer Information Packet 1 issued under Addendum 1 of Broad Agency Announcement SPO900-97-BAA01 The purpose of this amendment is to; (1) revise the administrative cut-off date for submission of concept papers, (2) provide information pertaining to the Industry Day, and (3) furnish oral presentation guidance. Administrative Cut-Off The administrative cut-off date for submission of concept papers is extended from January 23, 1998 to 12 P.M. Eastern Standard Time, February 17,1998. As a reminder, concept papers submitted by FAX, E-MAIL or other electronic media will not be accepted. Vendors shall provide one original and four (4) copies as previously stated. Oral presentations will take place at the Defense Supply Center Columbus, Building 20, the week of 2-6 March 1998. Selected vendors will be notified of exact date, time and room number. The purpose of oral presentations is to supplement the concept paper and provide you the opportunity to demonstrate your capability to fulfill the proposed contract. It cannot add any information not contained in your concept paper. The briefing should include, but is not limited to: a demonstration/explanation of your capability to serve as an integrated supply manager, your proposed systems integration, your understanding of the tasks to be performed, your approach to fulfilling the technical requirements, and the allocation of resources (staffing and key personnel) that will be assigned to the project. Oral presentations should focus on the DELIVERY and Past Performance/Corporate Experience portion of the evaluation criteria and not and Socio Economic Goals. Socio Economic Goals will be evaluated on information contained in the concept paper. The Government reserves the right to videotape the presentation and such videotape shall remain the property of the Government. However, the Government will provide, upon written request, a video copy of the presentation to the presenter. The following hardware will be available for use: -- a PC (Windows 95 based) with an overhead projector. Microsoft Office including Microsoft PowerPoint -- overhead projector for view graphs Please note the following: 1. Time Allowed for Presentations. A total of three hours will be allotted for the entire presentation. The vendor demonstration portion shall be limited to ninety (90) minutes, however, open dialog may occur during this time. At the conclusion of the demonstration, or the ninety minute time limit, whichever occurs first, there will be a thirty minute break, after which the Government may ask questions of the briefer(s). The question and answer period shall not exceed sixty minutes in length. 2. Form of Presentations. Offerors will make their oral presentations in person to the Technical Evaluation Panel (TEP). Submission of videotapes or other forms of media containing the presentation for evaluation is not authorized and such technical proposals shall be rejected. 3. Clarification of Oral Presentation Points. After completion of the oral presentation, the Government may request clarification of any of the points addressed which are unclear and may also ask for elaboration by the offeror on any point which was not adequately supported in the presentation. Any such interchange between the offeror and the Government will be for clarification purposes only, and will not constitute discussions within the meaning of FAR 15.610. 4. Documentation. Before the presentation begins, the offeror shall provide the TEP with a list of the names, firms, and position titles of all presenters and ten (10) copies of any presentation materials, such as slides or view graphs, which have been used in the presentation. The Government will not accept for evaluation any additional documentation (such as procedures manuals, administrative handbooks or guides, etc). 5. Offeror's Presentation Team. Presenters must be limited to those individuals who will perform on the contract. Only members of the offeror's in-house staff shall participate in the presentation. Individuals hired or retained for the specific purpose of conducting the oral presentation shall not be allowed to participate. For any portion of the work to be subcontracted out, members of the subcontractor's staff shall make that portion of the presentation relating to the work its firm will be performing. Within those constraints, offerors shall have the option of selecting the participants to make their firm's oral presentation to the TEP.
