consists of the construction of a Combat Training Pool Facility. The
work includes general construction of a swimming pool facility with a
3 meter to 6 meter deep pool and a 2.85 meter deep pool, both
constructed of reinforced concrete and finished with ceramic tile, 8
meter high diving platform, water chlorinating and filtering equipment,
2 story masonry building with concrete slab and footings foundation,
steel framing and steel joist roof framing system, EPDM on board
insulation on metal deck roof, interior masonry walls with sound block
and glazed faces, interior finishes, classroom doors, and
aluminum/glass entrance doors, aluminum windows, curtain, wall,
electrical lighting and power systems, HVAC systems, plumbing systems,
fire protection sprinkler system and alarm system, and incidental
related work. The solicitation for the acquisition of this new facility
is formatted as Request for Proposal (RFP) in accordance with the
requirements designated by sections of the FAR 15.6. The Government
will award a contract resulting from this solicitation to the
responsible proposer whose proposal conforming to this solicitation
will be the "BEST VALUE" to the Government, price and technical factors
considered. Proposers will be evaluated on (1) Technical Proposal which
will include a) Past Performance/Experience and Capability to Perform,
b) Construction Scheduling and Contract Completion, c) Construction
Quality Control and Safety, d) Small Business Subcontracting and (2)
Price Proposal. The Government reserves the right to reject any or all
proposals at any time prior to award; to negotiate with any or all
proposers; to award the contract to other than the proposer submitting
the lowest total price; and to award to the proposer submitting the
proposal determined by the Government to be the most advantageous to
the Government. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT
DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore,
proposals should be submitted initially on the most FAVORABLE terms.
Proposers should not assume that they will be contacted or afforded an
opportunity to qualify, discuss, or revise their proposals.

business firm is selected for this project, it must comply with FAR
