Z -- WHOLEHOUSE REVITALIZATION AND SITE IMPROVEMENTS, NAVAL EDUCATION AND TRAINING CENTER, NEWPORT, RI SOL N62472-95-R-0004 DUE 021598 POC Patti Hemingway, Contract Specilaist, 610-595-0630. This is a Pre-Solicitation Notice: The Department of Navy intends to issue an RFP for Wholehouse Revitalization and Site Improvements at the Naval Education and Training Center, Newport, RI. Proposal will be evaluated on the basis of the following evaluation factors: 1) Price and 2) Technical including Capability/Past Performance, Management Plan, and Safety Plan. The work for the base bid includes demolition of 126 units and the renovation of 120 units with new garages at Green Lane and the renovation of 20 units with new garages at Rainbow Heights. The work also includes the removal and disposal of asbestos material and lead-containing paint; the removal of roofing material, kitchen cabinets, plumbing, sinks, medicine cabinets, exhaust fans, ceramic floor and wall tiles, roof gutters, downspouts, splash blocks, wood/aluminum windows, exterior door and frame and electrical load centers; the provision of new work includes metal, wood and vinyl doors and wood frames, smoke detectors, roofing shingles, gutters, downspouts, splash blocks, vinyl clad windows, bolted circuit breaker panel boards, vinyl siding, vanities, new entry vestibule, master bath, carpeting, ceramic tile flooring, kitchen cabinets, interior wood doors, exhaust fans, sinks, plumbing, painting, electrical work, fencing, wall and attic insulation and incidental related work. Also included in the 120 units at Green Lane are four(4) units to be provided with handicap additions and in the 20 units at Rainbow Heights, are one (1) unit will also be provided with a handicap addition. All five (5) additions include bedroom, bathroom and laundry room. The existing kitchens in these five (5) units will also be modified for handicapped accessibility. The overall site work includes the removal of: existing driveway pavement and curbs, utilities, play equipment, and plant material. The provisions of new work includes erosion control measures, pavement, overlay paving, curbs, fencing, play equipment, utility work, re-grading, landscaping and and incidental related work. Work is to be phased construction with model unit as a standard of quality. Proprietary specification for "Schlage Lock Corp." lockset/dead bolt units are in this procurement. The solicitation will include Nine (9) options for additional hosing renovations and demolition work. The estimated cost for all options is estimated at between $5 and $10 million dollars. All options contain the same type of improvemenys and repairs, site work, demolition and construction of garages for each unit as in the base bid. The Sic Code is 1522 and the Small Business Size Standard is 17.0 million are applicable to this contract. The proposed contract (solicitation) will be issued as unrestricted and the solicitation is subject to evaluation criteria set forth in DFAR 252.219-7003 -- "Notice of Evaluation Preference for Small Disadvantaged Business Concerns -- Construction Acquisitions Test Program (APR 1996)".
