The following information is provided in accordance with FAR = 12.603: ( i ) This is a combined synopsis/solicitation for commercial = items prepared in accordance with the format in Subpart 12.6, as = supplemented with additional information included in this notice. This = announcement constitutes the only solicitation; proposals are being = requested and a written solicitation will not be issued. Prospective = bidders should request a copy of the drawing SDN44102911 (Ring = Development Unit/TRANSHAB) from RJV (Lorraine Vontur or William Rothe) = via fax (210-648-4091) or letter in order to prepare their quotation. = This drawing will be provided in both CGM and DXF format on a 3 1/2 inch = high density floppy disc. A CAD file in Pro-E format will also be made = available via File Transfer Protocol (FTP) to the successful bidder on = contract award. (ii) The solicitation is being issued as a Request for = Quotation (RFQ). (iii) The provisions and clauses in effect through = Federal Acquisition Circular Number 97-03, dated 9 Dec. 97, are = incorporated in this solicitation. (iv) This is a small business = set-aside. The = CLIN calls for the manufacture of two each Retaining Rings for NASA's = Transportable Habitat (TRANSHAB) Project. XXXXXXXXX (vi) The = following is a description of requirements for the CLIN: (a) Rothe = Joint Venture (RJV) will provide from NASA-JSC two each billets of E4340 = steel 96 inches X 96 inches X 2.5 inches thick per ASTM A829 Condition A = for the fabrication of the two Retaining Rings. Material will be = available the first week of February 1998. Examine raw material upon = delivery and call RJV subcontracting officer immediately if there are = concerns regarding raw material thickness versus finished thickness of = Ring. (b) If the Retaining Ring is rough machined prior to heat treat, = leave approximately 0.12 inches around the part for finished machining. = Heat Treat per MIL-H-6875 to 150 -- 170 KSI ultimate strength per = drawing. ( c ) Four test coupons should be fabricated to verify the = material properties in each ring. One coupon should be taken from each = corner of each billet for each ring. If the Ring is rough machined, = then the coupons should be the same rough Ring cross section (height and = width) and have a length of 6.5 inches. The rough machined pieces = should be wired to and heat treated with the Ring per the drawing. = After heat treating, fabricate one material test coupon per ASTM E-8 = from each rough machined part. If the billet is heat treated prior to = machining, then fabricate four test coupons per ASTM E-8 directly from = the billet. Provide the tensile test results with the Rings. (d) = Notes on Drawing SDN44102911, Ring Development Unit/TRANSHAB, require = mandatory compliance. (e) Workmanship and processes (i.e. heat = treating, metal finishing, painting) require Certification of = Compliance. (f) RJV approval and disposition is required prior to = shipment of any article that does not conform to the specifications. = (g) All remaining material shall be returned to RJV at the same time = the finished parts are delivered.
