following: This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in Federal Acquisition
Regulation (FAR) Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation F09609-98-R-0001 is
hereby issued as a Request for Proposal (RFP). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-3. The procurement is 100%
Small Business Set-Aside and will follow simplified acquisition
procedures in FAR Part 13. The applicable SIC code is 5599 with a size
standard of $5.0M. The following items are required: CLIN 0001:
Provide 110 each 4-wheel utility trailers for off road use (AG
Enterprises model number 7395108 or equal). The trailer will be
primarily towed by a government owned 4-wheel all terrain vehicle (ATV)
and used to move assorted field equipment (i.e. radios and wiring,
folded tents, large bags, canvas tarps, etc.) over a myriad of terrain
features. The desired trailer is a 4-wheeled wagon styled, two axle,
bed over wheels with "ackerman" steering. The towing speed will vary
with the terrain presented and mission demands, however, the speed may
exceed 25 m.p.h. Dimensions are as follows: 38" wide x 72" long. NOTE:
Dimension from outside of tire to outside of tire is approximately 37"
(bed over the wheels). The size or slightly smaller is firm as the
trailer will have to fit inside mobility containers. The bed should be
constructed of easily replaceable, standard 2" untreated wood planks
(e.g. yellow pine, hemlock, Group II species of wood-MIL STD 731). The
trailer should be constructed of heavy aluminum or other such material
to meet intended long term mission needs. Trailer shall have 1 " stake
bed ports -- 2 in front, 2 on each side, and 2 in the rear. Stake
pockets should be 1 " square and be on the inside of the trailer frame.
(Preferably, the bed could be notched on the edge and the steel can be
secured to the outside of the bed (which closes the notch openings).
The bed height should be relative to the primary tow vehicle, a
standard 4-wheeled ATV; tire size (preferably tube): 15 x 6 x 6
(approximate outside dimensions) attached to the axle by lug nuts; load
capacity approximately 850 lbs.; suspension not required; brakes: none
required; coupler: bolt on 1 7/8" removable ball-type hitch; removable
tongue (centered on trailer front with height proportionate to a
standard 4-wheel ATV); removable "T" handle for hand operation; no
lights required (for off road use only); color: black, non-gloss (dull
finish); finish: all metal should be painted black; shipment style:
banding or crate is acceptable; all trailers shall be supplied with a
spare tire, lug wrench and one year warranty. Delivery schedule:
complete delivery is required by 30 June 1998. CLIN 0001 requires
shipment in the stated quantities to 27 different locations as follows:

pertinent information i.e., drawings or commercial catalogs with their
proposal. Evaluation will be made in accordance with FAR 52.212-2,
Evaluation-Commercial Item, based on price and technical evaluation.
Award may be made without further discussion. Offerors shall include a
completed copy of FAR 52.212-3, Offeror Representations and
Certifications Commercial Items, with proposal. Clause 52.212-4,
Contract Terms and Conditions Commercial Items, applies without
addenda. Clause 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders Commercial Items, applies.
