2401 Hawkins Point Road, Baltimore, MD 21226-5000 41 -- AIR CONDITIONING PLANT POC Point of Contact -- Contact Janice
Sprouse, Contract Specialist, 410/762-6453, or David H. Monk,
Contracting Officer, 410/762-6456 Potential Sources Sought. The Coast
Guard is seeking qualified sources that can supply Carrier Model no.
90HC06004 (R-134A) marine air conditioning plant with a minimum cooling
capacity of 30 tons. System shall use HFC-134A (1,1,1,2-tetrafluoro
ethane) refrigerant. The major components of the plant are as follows:
Compressor-reciprocating type, to be equipped with capacity control
system, pressure relief valve and remote oil pressure switch;
Compressor motor- motor is rated at 40 HP and drives the compressor
through a flexible coupling; Receiver- cylindrical shell with dished
heads at both ends, refrigerant connections and a liquid level
indicator; Condensor- multipass shell and finned tube type with cooling
water flowing through the tubes; Water chiller- shell and tube direct
expansion type; Thermal expansion valve- external equalizer type; Water
regulating valve- automatically control the flow of sea water through
the condensor; Strainer; Dehydrator; and Heat exchanger. The plant
shall supply a chilled water system. All equipment shall be 440 volt,
3 phase, 60 Hertz. Quantity 2 each. The above-reference marine air
conditioning plant model was custom-built to meet U. S. Coast Guard
requirements for the 225' WLB Buoy Tenders. It is the only system that
is compliant with current environmental law and regulation which is
supportable within the Coast Guard's supply system. It is the
government's belief that only Carrier or its authorized distributors
can provide the said marine air conditioning plant. However, other
potential sources having the expertise and required capabilities can
submit such data discussing the same in duplicate within fifteen (15)
days from the date of this announcement. No cost or pricing data is
required. This is not a Request for Proposal (RFP). The government does
not intend to pay for the information solicited. Responses must be
concise and be specifically directed to the requirement mentioned
above. Concerns that respond to the notice must fully demonstrate their
capabilities to meet the requirements. The following information must
be provided to evaluate the acceptability of the offered marine air
conditioning plant: 1) Complete and current engineering data to
demonstrate the acceptability and compatibility of the offered marine
air conditioning plant and parts (i.e., salient physical, functional
and serviceability characteristics), or 2) Data that the offered marine
air conditioning plant and parts have been satisfactorily
manufacturered for the government or the original equipment
manufacturer. Adequate detailed data by which to evaluate the
capabilities shoud be sent to the attention of Janice L. Sprouse,
Contract Specialist (CODE 044/43). ATTENTION: Minority, Women-owned,
and Disadvantaged Business Enterprises (DBEs)! The Department of
Transportation (DOT), Short-Term Lending Program (STLP) offers working
capital financing in the form of lines of credit to finance accounts
receivable for transportation related contracts. Maximum line of credti
is $500,000 with interest at the prime rate. For further information,
