NSN: 4920-01-083-0429, P/N ST93151 SA-ALC is seeking sources for the
manufacture of F-16 Jet Fuel Starter Test Stand, NSN: 4920-01-083-0429,
P/N ST93151 for two foreign governments. The current approved source is
Sundstrand Aerospace, Rockford, IL (Cage 99167). All or part of
critical engineering design data is proprietary to the original
equipment manufacturer. The F-16 Jet Fuel Starter Test Stand is
utilized to check the F-16 jet fuel starter (JFS) material and
functional integrity as part of depot level overhaul acceptance test
requirements. This test stand consists of a test stand mechanical
fixture assembly, a control console assembly, a fuel system assembly,
a water brake system assembly, a boom junction box assembly, a facility
interface enclosure and accessories. Electrical harnessing connects the
test stand control and monitoring devices to the JFS test article
sensors and test stand mechanical fixture assembly. In operation, the
test stand simulates the F-16 aircraft engine start system (ESS)
function and operating conditions and is designed and built to test the
F-16 Jet Fuel Starter. Specific testing requirements include initial
unloaded runs of the JFS and stepped loaded horsepower performance test
runs at JFS Turbine shaft speeds of 100%, 103.5% and 105% and varying
loaded conditions. The JFS is attached to the test! mechanical fixture
assembly. The test stand operator controls input, the test stand, and
test cell facility via the control console assembly. Execution of
tests to the JFS, its real-time data parameters of the unit under test
and the critical test cell conditions are monitored and recorded. A
simulated ESS controller monitors and controls JFS dynamic sequence
events. The potential contractor must submit evidence of understanding
the scope of work for the design, build and commissioning of the F-16
test stand indicating that the contractor had primary responsibility
for all operations necessary for the completion of commissioning of a
new F-16 JFStest stand for the customer. The potential contractor for
this acquisition must demonstrate their qualifications to perform
design, build and commission of F-16 JFS test stands. Prospective
contractors must demonstrate manufacturing, software development,
preparation of data- deliverables, and specify test cell facility
installation design requirements. The potential contractor must provide
oversight of customer test cell facility modification or new
construction and test stand installation work, test stand hardware
transfer and installation, mechanical/electrical utility and
signal/control instrumentation wiring connections. They must also
perform test stand calibration and start-up, administer a test stand
acceptance testing program, provide formal training, and provide
standard warranty and customer technical support within an aircraft gas
turbine engine JP-8 aviation fuel burning test cell. The potential
contractor must submit a list of all engineering, design, software
development and computer hardware,fabrication, parts, materials, and
other services which they will provide or will be performed by vendors,
subcontractors, affiliates, subsidiaries and other divisions.= =20
Vendors and subcontractors must be qualified /certified to supply such
materials or perform such tasks. Contractors/vendors must meet ISO
9001 and ISO 9003 quality requirements, and the calibration system
requirements of ISO 10012-1 (or ANSI/NCSL Z540-1). The potential
contractor must describe the company=92s previous experience and
current capabilities to perform the work required. This includes a list
of plant equipment, facilities, machinery, tools, fixtures and
specialized process equipment to be used to design, manufacture,
commission and provide necessary technical support for the F-16 JFS
test stand. The contractor must also describe the design, engineering,
software development, technical data development, project management
and quality assurance skills available at the company. The contractor
must also certify that key designers, engineers and project managers
have had prior experience with design, manufacturing, inspection,
conducting acceptance tests, equipment installation, test cell facility
design/construction, and training for supplying a new F-16 ADG test
stand. The contractor must also provide references and describe at
least three (3) examples of support equipment installed within a test
cell environment which were specifically designed, built, qualified and
commissioned for use in performing OEM manufacturing qualification
acceptance testing or DOD depot-level testing of military on-board
aircraft jet fuel starters similar in scope to the design and function
complexity of the USAF F-16 JFS test stand requirement. Source
