49 -- F-16 ACCESSORY DRIVE GEARBOX TEST STAND SOL F16-ADG Test Stand DUE 020698 POC SA-ALC/LDKTE, Attn: Bill Kaufman, 485 Quentin Roosevelt Ste 7,=20 Kelly AFB TX 78241-6426, Phone: (210) 925-0190 ext 2044,=20 FAX: (210) 925-1059=20 WEB: SA-ALC, Kelly AFB Contracting Home Page, http://www.kelly-afb.org/links/procur.htm. E-MAIL: Send E-Mail to the POC, whkaufma@ldgate1.kelly.af.mil. F-16 Accessory Drive Gearbox Test Assembly, NSN: 4920-01-083-0428, P/N 724053 SA-ALC is seeking additional sources for the manufacture of F-16 Accessory Drive Gearbox Test Assembly, NSN: 4920-01-083-0428, P/N 724053 for two foreign governments. The current approved source is Sundstrand Aerospace, Rockford, IL (Cage 99167). All or part of critical engineering design data is proprietary to the original equipment manufacturer.=20 The F-16 Accessory Drive Gearbox Test Assembly is utilized to check the F-16 Accessory Drive Gearbox (ADG) material and functional integrity as part of depot level overhaul acceptance test requirements after the ADG has been overhauled in accordance with depot level maintenance requirements. This test stand consists of a base assembly, a control console assembly, and various accessories. The base assembly provides rigid mounting support for the ADG test article and test stand drive line components including an absorption dynamometer, prime mover, speed increasing gearbox, inertial load flywheel, and necessary support bearings and disconnect couplings. The control console provides the operating controls, instrumentation, aircraft controller, and safety circuits necessary for controlling and monitoring the test article and the test stand operating parameters. Electrical harnessing connects the test stand control and monitoring devices to the ADG test article sensor and solen! oid valve electrical connector receptacles. A separate unit to the control console assembly is a host computer, and data-acquisition system with programmed software and a printer housed within its own cabinet enclosure. The accessories provide electrical and hydraulic load capability, lubrications and cooling of test article and test stand components. Lubricating oil and hydraulic oil systems can be replenished.= =20 In operation, the test stand simulates the F-16 aircraft engine start system (ESS) function and operating conditions and is designed and built to test the F-16 ADG. The ESS controller monitors and controls ADG and JFS dynamic sequence of events. Specific testing requirements include an initial break-in run and lube oil servicing check of the ADG, mission mode runs at various speed increments up to maximum military power, and concludes with three loaded engine start simulations. The test stand operator controls input and control to the test stand and test facilit! y via the control console assembly. Execution of tests to the ADG, its real time data parameters of the unit under test and the critical test cell conditions are monitored, printed and recorded.=20 The potential contractor must submit evidence of understanding the scope of work for the design, build and commissioning of the F-16 test stand indicating that the contractor had primary responsibility for all operations necessary for the completion of commissioning of a new F-16 ADG test stand for the customer.=20 The potential contractor for this acquisition must demonstrate their qualifications to perform design, build and commission F-16 ADG test stands. Prospective contractors must demonstrate design, manufacturing, software development, preparation of data- deliverables, and specifying test cell facility installation design requirements. The potential contractor must provide oversight of customer test cell facility modification or new construction and test stand installation work, test stand hardware transfer and installation, mechanical/electrical utility and signal/control instrumentation wiring connections. They must also perform test stand calibration and start-up, administer a test stand acceptance testing program, provide formal training, and provide standard warranty and customer technical support within an aircraft gas turbine engine JP-8 aviation fuel burning test cell.=20 The potential contractor must submit a list of all engineering, design, software development and computer hardware, fabrication, parts, materials, and other services which they will provide or will be performed by vendors, subcontractors, affiliates, subsidiaries and otherdivisions.=20 Vendors and subcontractors must be qualified /certified to supply such materials or perform such tasks. Contractors/vendors must meet ISO9001 and ISO 9003 quality requirements, and the calibration system requirements of ISO 10012-1 (or ANSI/NCSL Z540-1).=20 The potential contractor must describe the company=92s previous experience and current capabilities to perform the work required. This includes a list of plant equipment, facilities, machinery, tools, fixtures and specialized process equipment to be used to design, manufacture, commission and provide necessary technical support for the F-16 ADG test stand. The contractor must also describe the design, engineering, software development, technical data development, project management and quality assurance skills available at the company.=20 The contractor must also certify that key designers, engineers and project managers have had prior experience with design, manufacturing, inspection, conducting acceptance tests, equipment installation, test cell facility design/construction, and training for supplying a new F-16 ADG test stand.= =20 The contractor must also provide references and describe at least three (3) examples of support equipment installed within a test cell environment which were specifically designed, built, qualified and commissioned for use in performing OEM manufacturing qualification acceptance testing or DOD depot-level testing of military on-board aircraft accessory drive gearboxes similar in scope to the design and functional complexity of the USAF F-16 ADG test stand requirement.=20 Source approval packages must be sent to SA-ALC/LDKTE/Attn: Bill Kaufman/485 Quentin Roosevelt, Ste 7/Kelly AFB TX 78241-6426 no later than 6 Feb 98. Mr. Kaufman=92s phone is (210) 925-0190 ext 2044.=20 (0014)
