Atmospheric Administration (NOAA), National Weather Service (NWS) seeks
to purchase an upgraded off-air monitoring system (ROAMS) which is a
performance monitoring and alarm reporting product that is installed at
all NWS, NOAA Radio transmitter sites. It has the capability to 1)
Monitor both digital and analog sites situation signals, 2) detect and
report each signal that exceeds a programmable limit threshold, 3)
monitor and decode NWS Specific Area Message Encoded (SAME) messages
and report programmable fault levels of BER, 4)communicate with both
machine (computer modems) and human operators (synthesized voice) when
reporting alarm conditions, and 5) perform self-test functions and
report faults and/or correct them. ROAMS must be rack mounted in a 19
inch cabinet (1.75 inch height), use less than 10 watts of electrical
power (115 VAC), provide 12 hours of battery backup operation, and have
a standard dial-up telephone interface with DTMF encoding and decoding.
It must have a 300 baud modem and a synthesized speech vocabulary of 33
words and phrases. Interested sources proposing to supply an equivalent
system must submit a written qualification statement clearly
establishing capability to meet the above requirements within 15 days
from the date of this synopsis. In the absence of other qualified
sources, it is the intent of the Government to negotiate a sole source
contract under the authority of 41 U.S.C. 253 (1) with INH Technology,
3211 Norton, Fort Worth, TX 76118 as a source to consider to be the
only responsible source and no other items will satisfy agency
requirements. Interested persons may identify their interest and
capability to respond to the requirement or submit proposals. This
notice of intent is not a request for competitive proposals. However,
all proposals received within 15 days after date of publication of this
synopsis will be considered by the Government. A determination by the
Government not to compete with this proposed contract based upon
responses tothis notice is solely within the discretion of the
government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
procurement. No telephone requests will be accepted. Numbered note 26
