A -- HAZARD PREDICTION AND ASSESSMENT CAPABILITY (HPAC) POPULATION AND LAND USE DATA TOOLS SOL DSWA01-98-R-0011 DUE 022098 POC Carol Dickerson, Negotiator, (703) 325-1193, Scott Morton, Contracting Officer, (703) 325-1200 The objective of this effort is to: 1) Develop an innovative, automated, efficient tool to update the population of any location world-wide. This automated tool must interface efficiently with SCIPUFF. It must also be designed to efficiently update population data with a cost in time and labor of one percent or less of manual methods. This task is to develop a tool, not a world wide data base. 2) Demonstrate/validate the accuracy of the tool using government approved areas in the following locations: Korea, the Middle East, Europe, an area with no population, a densely populated area in the continental United States, and a high priority classified location. 3) Estimate the operations and maintenance costs for maintaining this tool. These costs will include costs of any government-furnished equipment items determined by the contractor to be necessary to the tool. Additionally, these costs must include all contractor costs and any other costs associated with operations, maintenance and use of the tool. 4) Identify a 1 km resolution world wide land use data base which can be automatically updated using the population data base tool. This land use data base must interface efficiently with SCIPUFF and HPAC and be accessible on a laptop PC. Period of performance is estimated to be twenty four (24) months with an option for one additional 12 month period. All contractor personnel will require DoD security clearance of SECRET. All responsible sources may submit a proposal which will be considered. The due date for receipt of proposals shown above is estimated and actual due date will be indicated in the solicitation when it is released.
