This announcement constitutes a general Broad Agency Announcement (BAA) for the Naval Facilities Engineering Service Center (NFESC) under FAR 6.102 (d)(2) to solicit information. This innovative technology search will be used by NFESC Environmental Programs to actively seek out innovative technologies and methodologies that reduce environmental impacts from past and present Navy operations. The environmental problems and areas of concern for this BAA apply to Navy installations worldwide. To be eligible for Navy consideration and possible award of a demonstration contract, the new and innovative technologies or methodologies must be in the ADVANCED DEVELOPMENT STAGE, not requiring further technology research or design development prior to field demonstration, and capable of full scale implementation if the demonstration is successful. The following four topics, all included under this 6342 BAA and not under separate BAAs, encompass the full range of Navyenvironmental problems to be solved. TOPIC NO. 003 for TECHNOLOGIES, PROCESS CHANGES, AND MANAGEMENT PRACTICES FOR POLLUTION PREVENTION -- NFESC is seeking innovative technologies, process design changes, and management practices to minimize the amount of pollution generated during current and future operations and maintenance. This topic includes a wide range of materials and processes. TOPIC NO. 004 for ENVIRONMENTAL COMPLIANCE TECHNOLOGIES AND METHODOLOGIES -- NFESC is seeking innovative technologies, process design changes, and management practices to comply with local, state, and federal environmental regulatory requirements. This topic includes a wide range of services. TOPIC NO. 005 for TECHNOLOGIES AND METHODOLOGIES FOR CONSERVATION OF NATURAL RESOURCES -- NFESC is seeking innovative technologies, process design changes, and management practices to conserve natural resources of the Navy in accordance with local, state, and federal regulatory requirements. This topic includes a wide range of services. TOPIC NO. 006 for ASSESSMENT AND REMEDIATION TECHNOLOGIES AND METHODOLOGIES FOR ENVIRONMENTAL CLEANUP -- NFESC is seeking innovative technologies, process design changes, and management practices to assess and remediate the existing pollution generated by past operations. This topic includes a wide range of materials, processes, and services. Abstracts will not be evaluated against each other, since each should present a unique technology with no common work statement. The abstracts will be evaluated by a NFESC Technical Evaluation Board using the following criteria, which should be specifically addressed in the abstract: (a) the overall innovativeness, scientific/technical merits, and objectives of the offer; (b) the offeror's capabilities, related experience, techniques, or unique combination of these which are integral factors in achieving the offeror's proposed objectives; (c) the qualifications, capabilities, and experience of the principal investigator, team leader, or key personnel who arecritical in achieving the objectives of the offer; and (d) the reasonableness of cost relative to the proposed scientific or technical approach, or other relevant cost data. Offerors who submit abstracts considered beneficial to the Navy's environmental programs may be asked to contract for a demonstration. There is no commitment by the Navy to make any contract awards, nor to be responsible for any money expended by the offeror before an award of a demonstration contract, should it occur. Multiple contracts may result. The abstract submittals to this BAA will be reviewed after each cutoff date and the offerors informed of the status of their proposal in writing by NAVFACCO. The first cutoff date for abstract submittals to this BAA was June 28,1996. The second cutoff date was November 29, 1996. The third REVISED cutoff date was June 30, 1997. New fourth and fifth cutoff dates of December 31,1997 and June 30, 1998 have been added. Based on the abstract review results, and subject to availability of funds and demonstration sites, vendors with a technology or methodology found to have merits for specific Navy environmental programs will be sent site-specific information and asked for a full technical and cost proposal for a potential contract award. The purpose of any resulting contract will be to demonstrate and conduct a full-scale implementation of a technology or methodology to solve a specific Navy environmental problem. Notes: (a) The data in this announcement should be sufficient to submit an abstract. There are no additional solicitation documents applying to this BAA. (b) As no funding for demonstration contracts has been reserved in advance, NFESC will be passing selected abstracts to other Federal Government activities to seek demonstration sites and funding. (c) Some Federal Government activities may employ civilian contractors to determine the applicability of an offered technology to specific environmental projects. If you do not want such contractors to review your abstract, clearly state this prohibition on your cover letter and on all pages of your abstract. (d) Do not resubmit abstracts identical to those previously submitted for prior cutoff dates. (e) NAVFAC Contracts Office will reply to all offerors in writing, forwarding TEB evaluation results and stating whether or not the Government is interested in contracting for a demonstration. Submittals to this BAA shall be in abstract form, describing the merits and objectives of what the contractor is offering. Submittals shall have one cover letter PER ABSTRACT which shall identify the BAA identification number, shall identify the offeror's name and address, shall be titled, shall address only one topic and one technology or methodology, and shall identify the relevant TOPIC 003, 004, 005, or 006 (as described above). For cleanup technologies, the following shall be listed in the cover letter: technology classification (physical, chemical, biological, etc.); treatment zone (in-situ, ex-situ, pump and treat, etc.); media (soil, sediments, groundwater, wastewater, etc.); developmental status (research & development, ready for pilot test, field demonstration, or full-scale implementation); technology(ies) applied (air sparging, bioremediation, passive treatment wall, etc.); brief (one or two sentences) technology description; and contaminants treated. Abstracts must be submitted in printed form on paper. The offeror's abstract, submitted in an original and two copies, shall be no longer than three pages, single-sided, and written in 12-point font. One attachment of up to 10 pages (single-sided) of additional test data may be submitted as an attachment to the abstract. It should contain results of previous tests, demonstrations, and projects to support the contractor's proposed scientific/technical approach. The abstract (not a sales brochure for existing commercially-available supplies or services) shall address ONLY ONE TOPIC AND ONE TECHNOLOGY OR METHODOLOGY PER ABSTRACT, shall concisely describe what the contractor is offering the Navy, with sections on the four evaluation criteria cited above. In addition, to assist in the dissemination of your abstract, submit an electronic copy of the abstract either by e-mail to the address listed below or on a 3.5" floppy disk. The electronic abstract should be formatted in either Microsoft Word or a text file readable in Microsoft Word. Do not submit abstracts on videotapes.
