Services Administration (SAMHSA), Center for Substance Abuse Treatment
(CSAT) intends to negotiate on a sole source basis with the National
Association of State Alcohol and Drug Abuse Director (NASADAD), 808
17th Street NW., Suite 410, Washington, DC 20006. The organization is
uniquely qualified this information based on its expertise on substance
abuse treatment issues and the relationship established with its
members as well as data base already available within the SSA. NASADAD
will convene a Working Group composed of the SSAs for substance abuse
and mental health to review and develop information on the extent of
co-morbid conditions within the national population. This award will be
made using simplified acquisition procedures. The Government reserves
the right not to open this requirement to competition based upon the
responses to this notice. Technical responses and requests received as
a result of this notice will normally be considered solely for the
purposes of determining whether to conduct a competitive procurement.
Interested firms must submit clear and convincing data substantiating
their capability to furnish this requirement within 45 days from the
date of publication of this notice. NO SOLICITATION PACKAGE IS
AVAILABLE. If no affirmative responses are received award will be made
to NASADAD. All responses must be in writing and reference 98M000830.
