EPA intends to award a sole source purchase order to Research Triangle Institute (RTI) of Research Triangle Park, NC pursuant to 41 U.S.C. 253(c)(1) -- Only one responsible source and no other supplies or services will satisfy agency requirements for a period of performance of one-year. The Contractor shall present a list of 20 of the 30 compounds on the 108 compound Hazardous Air Pollutants for wastewater list which have not been developed in previous tasks. The contractor shall identify appropriate sample collection, recovery, and analytical techniques for the approved list of compounds for the analytical portion of Test Method 305, 40 CFR Part 63, Appendix A. The Contractor shall perform Recovery Efficiency (as defined by Method 305) factor studies on each of the 20 compounds. For the compounds that produce acceptable Recovery Efficiency factors (as defined by Method 305), the Contractor shall determine the practical quantitation limit for that technique. The contractor shall update the Method 305 database for the compounds which met the criteria. The Contractor shall prepare a draft and a final report and final database. The period of performance shall be from the award date through September 30, 1998. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice to Kelley Brown at the above address which shall be considered by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet the requirement. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with RTI.
