The United States Senate intends to award multiple basic ordering agreements to acquire, on a task order basis, skilled resources to supplement and assist internal Senate staff with respect to the system design, development, implementation, and on-going support of Senate legislative and infrastructure systems. Award of Basic Ordering Agreements will be based upon information submitted in response to this CBD announcement; the Senate will not issue a solicitation in conjunction with this request for information. Specifically, the United States Senate is seeking contractors with expertise in all or some of the following areas: (1) Operating Systems -- (Mainframe) OS/390, (Server) Sun Solaris, HP/UX, MS NT, (Client) Windows 95, and Windows NT; (2) Database -- (Mainframe) DB2, (Server) Oracle, and MS SQL Server; (3) Development Languages -- (Mainframe) CICS, COBOL, OS390, JES 5, (Server) C, C++, VisualBasic, PowerBuilder, (Client)C, C++, VisualBasic, Java, J++, CGI, and PowerBuilder; (4) Applications -- (Mainframe) KPMG Federal FAMIS, KPMG ADPICS, (Server) Documentum, PC Docs, Saros, KPMG Performance Series Purchasing and Asset Management, Oracle HR, Peoplesoft HR, Inpower HR, Software Artistry Expert Advisor and Related Products, and Telephone Management Systems; (5) Browsers -- Netscape Navigator, MS Explorer. Contractors awarded basic ordering agreements will be asked to submit resumes of qualified personnel within five (5) business days of issuance of task orders requesting specific services. Task Orders will be awarded to contractor proposing best qualified personnel to perform services, technical expertise and cost factors considered. At this time, the Senate is requesting the following information, by no later than COB January 27, 1998, from contractors interested in performing these services: Overview of corporate experience in performing these services (five pages maximum); identification of technical areas in which qualified including description and references for up to 5 projects performed in last year (project descriptions should be no more than 1 page each); description of personnel available to perform tasks including resumes of key individuals and discussion of proposed methodology and approach of identifying qualified resources within 5 days of issuance of task orders; recent financial statements; and, labor rates of personnel for each technical area (labor rates should be provided in matrix form listing various labor categories for each technical area). Respondents will be evaluated, on the basis of information submitted as well as other pertinent information known by the Senate, in the areas of corporate experience, experience with stated technical requirements, quality and availability of personnel, financial stability, and proposed labor rates. On the basis of these factors, those respondents found best qualified and able to provide resources meeting all or some of the stated technical requirements, will be awarded basic ordering agreements for all or some of the technical areas.
