J -- PART 1-MAINTENANCE AND INSPECTION OF NUCLEAR RESONANCE SPECTROMETERS SOL N68936-98-R-0021 POC Marlena Kohler, Contract Specialist, (760) 939-1181 (THIS IS PART 1 OF A 2-PART SYNOPSIS) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation N68936-94-R-0021 is being issued as a Request For Proposal (RFP) with SIC Code 7699. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-02 and DAC 90-12. The Naval Air Warfare Center Weapons (NAWCWPNS) intends to procure on a full and open competition basis preventive and on-call maintenance of Bruker AMX-400WB, MSL-200 and AC-200 Nuclear Magnetic Resonance (NMR) spectrometers systems. CLIN 0001, Basic Year (12 months) Spectrometer Service consisting of the following: The contractor shall provide specialized labor, materials and parts to inspect and maintain the Bruker NMR spectrometers located in Building 00005, rooms 1630 and 1634 at the Naval Air Warfare Center -- Weapons Division, China Lake, CA. However, as the repair of certain components requires specialized equipment, with the consent of the Government, the repair of such components (e.g. probes, circuit boards) may be done at the contractor's maintenance facility. If such off-site repair will cause a work stoppage situation, the contractor shall supply the necessary temporary replacements within 48 hours. The serial numbers of the equipment to be maintained are Model AMX-400 Spectrometer Serial Numbers AMX-1061 and DLN0310/12/2; Model MSL-200 Spectrometer Serial Number p4135/0004 and W180007/2113; and AC-200 Spectrometers Serial Numbers H02129 and ser 1231. The contractor shall also provide Preventive Maintenance consisting of: performing a routine annual preventive maintenance visit. The visit shall include labor and parts, including shipment of parts, for the specified Bruker spectrometer. Each preventive maintenance visit shall include a thorough check of the specified equipment and its performance to ensure that it meets the manufacturer's specifications. The contractor shall clean and check all equipment, correct malfunctions and replace worn parts in accordance with the manufacturer's specifications. The contractor shall provide full software support and software updates and fixes for all known deficiencies. The maintenance service shall not include any electrical work external to the equipment with the exception that the maintenance and repair of the two line voltage transformers for the MSL-200 (Del Electronics Corp. Model; AD4571) shall be the responsibility of the contractor. Further, the maintenance service shall not include the furnishing of supplies (e.g. cryogenic fluids, plotter paper and pens, rotors, rotor caps, NMR sample tubes and like expendibles), or the adding or removal of accessories, attachments or devices not currently part of the systems described above. The service shall includethe repair, maintenance and/or replacement of the accessories or components (e.g printers, plotters, computers, terminals and the like) supplied as part of the system. The service shall not include repair of damage resulting from transportation between government sites, neglect, misuse, failure of electrical power or air-conditioning or humidity control, or causes other than ordinary use. The contractor shall also provide emergency On-Call Maintenance consisting of: emergency on-call service, during regular business hours, within 48 hour response time after notification, during the principal period of maintenance. The on-call portion of the contract shall cover maintenance according to the manufacturer's specifications of the Bruker AMX-400WB, MSL-200 and AC-200 Nuclear Magnetic Resonance (NMR) spectrometers including the main consoles, probes, shim systems, computers, keyboards, printers, plotters, monitors, and all other constituent equipment of the NMR systems as of the effective date of this contract (including software updates and fixes), with the exception that this contract shall not include coverage of the superconducting magnet systems against quenching. The contractor shall also provide replacement parts as necessary. These parts are included in the cost of the preventive and on-call maintenance services. All defective parts shall be replaced with identical manufacturer's parts or equivalents. The contractor shall provide for one-day shipments of parts in cases where downtime would otherwise result. The contractor shall include the supply of fuses, vacuum tubes and other electronic components (e.g. integrated circuit chips, resistors, capacitors, semiconductor devices, etc...). CLIN 0002 Option Year 1 -- Spectrometers Service as stated above in CLIN 0001; and CLIN 0003 Option Year 2 -- Spectrometer Service as stated above in CLIN 0001.
