Specialist, (760) 939-1181 (THIS IS PART 2 OF A 2-PART SYNOPSIS) The
provision at FAR 52.212-1, Instructions to Offerors -- Commercial
Items, applies to this acquisition. FAR 52.212-2, Evaluation --
Commercial Items, is applicable. The specific evaluation criteria
included in paragraph (a) of 52.212-2 are: 1) the contractor shall
demonstrate a thorough understanding of the requirements needed to
achieve the specifications of the service described above and solid
comprehension of the inherent technical problems and have a viable
solution to these problems; 2) the offeror shall demonstrate that they
have minimum of 5 years experience in the nuclear magnetic resonance
instrument repair and maintenance business; 3) the offeror shall
provide resumes of the personnel that will perform the tasks outlined
above. These people shall have at least a Bachelors Degree in
electrical engineering, chemistry or physics OR have graduated from a
technical school and have a minimum of 5 years experience in the
nuclear magnetic resonance instrument and repair business; and 4) in
order to demonstrate the ability to maintain and support cryomagnet
systems, the offerors shall provide a one page plan detailing the steps
to be taken in the event of an unexpected magnet quench. THE OFFERORS
RESPONSES TO THE ABOVE FOUR EVALUATION FACTORS MUST BE SUBMITTED ALONG
WITH THE PRICE PROPOSAL IN ORDER FOR THE OFFERS TO BE RESPONSIVE.
Failure to submit responses to all four Evaluation Factors along with
the price proposal will result in a proposal that does not comform with
the RFP and may no longer be considered for award. Offerors are
required to include a completed copy of the provisions at FAR clause
52.212-3 and DFAR 252.212-7000 Offeror Representations and
Certifications -- Commercial Items, with their offer. FAR 52.212-4,
Contract Terms and Conditions -- Commercial Items, is applicable. FAR
clause 52.204-6, Contractor Identification Number -- Data Universal
Numbering System (DUNS) Number, is also applicable to this acquisition
as well as clause H-NSTD-17, Year 2000 Warranty -- Commercial Supply
Items and 5252.246-9502, Standard Commercial Warranty. FAR clause
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders -- Commercial Items, applies to this acquisition
and the Contracting Officer has incorporated the following additional
clauses cited in 52.212-5 by reference: 52.203-6, 52.203-10, 52.219-8,
52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-41, 52.222-42,
52.222-43, 52.222-44, 52.232-1 and 52.247-64. The provision at DFARS
252.212-7001, Contract Terms and Conditions Required to Implement
Statues or Executive Orders Applicable to Defense Acquisitions of
Commercial Items, is applicable and the following clauses are
incorporated by reference: 252.225-7001, 252.219-7002, and
252.225-7012. Also Submission of Invoices are in accordance with
525.232-9000. The Government anticipates a firm fixed price contract
for one year of service with two one-year options. Anticipated award
date is 13 March 1998. Offers are due 24 January 1998. All responsible
sources may submit an offer, which will be considered. Send

FAR 52.212-3 and DFAR 252.212-7000, commercial price lists, AND
responses to the four Evaluation Factors stated above) to the POC
