and Naval Warfare Systems Center, San Diego (SSCSD), Naval Health
Research Center (NHRC) requires a contractor to provide support in the
areas of examining Navy-related Combat Care issues, Navy/Marine Corps
operational related injuries and illnesses, Navy Health care
utilization issues, and approaches to enhance Navy/Marine Corps
personnel combat performance. The contractor shall conduct
investigations of the incidence and type of battle casualties,
non-battle injuries, infections disease, and other illnesses sustained
by Navy/Marine Corps forces in operational setting and devise methods
to use the information as the basis for determining needed medical
resources. Studies will be conducted on the effects of physiological
and cognitive changes in personnel who are subjected to environmental
and military operational stressors. Conduct toxicological and
pharmacological investigations focusing on the exposure of military
personnel to materials which are encountered in the battlefield
environments; on surface ships, submarines, and in aircraft. Carry out
studies to determine relationships between biomechanical variables,
physical training, and occupational injuries incurred. Conduct studies
using electrophysiological methods to evaluate changes in attentional
resources and decision-making processes. Perform clinical epidemiology
studies to determine causes of various diseases, illnesses, and
injuries. And conduct clinical research and development in the areas of
human disease identification, treatment, and prevention. The Government
contemplates award of an Indefinite Delivery, Indefinite Quantity
contract with Cost Plus Fixed Fee Pricing arrangement. The contract
will consist of a base contract period of one year and four one year
option periods for a maximum contract performance period of five years.
Estimated labor hours over five year are 426,500 within the following
labor categories: Laboratory Technician (general), Laboratory
Technician (respiratory), Health Specialist, Physiologist, Biologist,
Mathematician, Epidemiologist, Computer Programmer, Nutritionist,
Medical Administrator, Nurse, Technical Editor, Electrical Engineer,
Microbiologist, Medical Doctor, Clinical Psychologist, Toxicologist,
and Industrial Hygienist. The applicable Standard Industrial Code (SIC)
