This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 1PI-R-0958-98 and this solicitation is issued as a Request for proposal (RFP). The date/time for receipt of proposals is Jan 29, 1998 at 1300 hours. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-02. The Standard Industrial Classification code is 5084, and small business size standard is 100. Contract Line item is: POCKET SETTING MACHINE, UTILITY SHIRT TO BE USED IN THE UTILITY SHIRT PRODUCTION LINE. THIS WILL BE A 36 MONTH LEASE TO OWN PROGRAM. AFTER THE 36TH MONTH, THE MACHINE TITLE WILL AUTO- MATICALLY TRANSFER TO FEDERAL PRISON INDUSTRIES, IN FULL. LEASE BASED ON $1.00 PURCHASE OPTION AFTER 36 MONTHS. FEDERAL PRISON INDUSTRIES LOCATED AT FCI FORT DIX, NJ., HAS A REQUIREMENT TO LEASE PURCHASE AN AUTOMATIC POCKET SETTING MACHINE. THE MACHINE WILL HAVE THE FOLLOWING SALIENT QUALITIES/PARTS AND SERVICES: 1. ALL SEWING COMPONENTS REQUIRED. 2. ALL CREASING COMPONENTS REQUIRED. 3. ALL TRANSFER EQUIPMENT REQUIRED. 4. ALL EJECTOR EQUIPMENT REQUIRED. 5. BE ABLE TO PRODUCE 180 -- 210 DOZEN SHIRTS PER DAY. 6 ALL PACKING AND SHIPPING CHARGES. 7. COMPLETE ON SITE TRAINING FOR MECHANICS AND OPERATORS. (MINIMUM 24 HOURS) 8. TELEPHONE SUPPORT FOR TROUBLE SHOOTING. 9. ELECTRICAL REQUIREMENT IS 220 VOLT 3 PHASE, WITH A RATED AIR REQUIREMENT OF 125 PSI INLINE AND 90-95 PSI AT THE MACHINE. 10. ALL BREAKDOWNS (PARTS, LABOR, AND TRANSPORTATION EXPENSES) SHALL BE COVERED BY THE MANUFACTURER DURING THE LEASE PERIOD, EXCEPT THAT PART BROKEN BY NEGLIGENCE OR MIS-HANDLING. THE LOCKSTITCH SEWING HEAD OF THE MACHINE WILL BE USED FOR ATTACHING POCKETS TO MILITARY SHIRTS. IT WILL HAVE A SMALL HORIZONTAL HOOK, THREAD TRIMMER AND PNEUMATIC NEEDLE COOLER. AN ELECTRONIC NEEDLE THREAD MONITOR AND PROGRAMMABLE BOBBIN THREAD STITCH COUNTER WILL IMMEDIATELY INTERRUPT THE SEWING CYCLE IN CASE OF THREAD BREAKAGE OR EMPTY BOBBIN. THE MACHINE WILL HAVE A PROGRAMMABLE FOOT STROKE ADJUSTMENT THAT WILL BE CONTROLLED BY A STATE-OF-THE ART CNC-CONTROL WHICH IS ABLE TO BE LINKED TO OTHER MAIN COMPUTERS (CIM-CAPABILITY). THE CONTROL WILL BE MOUNTED ON A CARRIAGE, THUS, ALLOWS FOR OPTIMUM ACCESSIBILITY OF ALL COMPONENTS. THE PROGRAMS WILL BE SCREEN ORIENTED AND MENU-DRIVEN. THE PROGRAMS IN THE MEMORY SHOULD BE SIMULTANEOUSLY ACCESSIBLE AND HAVE AN OPTIONAL 3.5" FLOPPY DISK DRIVE, WHICH WILL ALLOW FOR EXPANDED MEMORY OF OTHER POCKETS. THE SEWING HEAD AND THE CREASING STATION WILL BE STATIONARY. A TRANSFER DEVICE WILL CARRY THE MATERIAL FROM THE CREASING STATION INTO THE SEWING AREA AND THEN SEWS THE PROGRAMMED SEAM CONTOUR. THE ENTIRE SEWING UNIT IS DESIGNED ACCORDING TO MODULAR CONSTRUCTION PRINCIPLES: CONTROL UNITS, SEWING MACHINE, CLAMPING TABLE AND STACKER. THEY WILL BE ABLE TO BE EXCHANGED SEPARATELY AS MODULES. ALL THREE AXES OF THE MACHINE (X-AXIS/Y-AXIS/SEWING AXIS) WILL BE DRIVEN BY SERVICE-PROVEN DC MOTORS. AT ANY TIME, POSITION, AND SPEED OF THE INDIVIDUAL AXES ARE RECORDED AND PROCESSED BY THE MICROPROCESSOR. THE OPERATING TERMINAL, THE SCREEN WITH GRAPHICS CAPABILITY AND THE KEYBOARD WILL BE POSITIONED USER-FRIENDLY AND ERGONOMICALLY CORRECT. THE MACHINE WILL HAVE THE FOLLOWING: SHAPE FLEXIBILITY -- THE SEWING UNIT WILL BE ABLE TO CONVERT FROM ONE POCKET SHAPE TO ANOTHER WITHOUT TOOLS IN LESS THAN 2 MINUTES AND WITHOUT FURTHER PRECISE ADJUSTMENTS. MATERIAL FLEXIBILITY -- THE CREASING TECHNOLOGY WILL BE SUPPORTED BY A VACUUM UNIT SO THAT ANY CURRENT MATERIAL CAN BE SEWN MEETING ALL OF THE MILITARY SPECIFICATIONS. APPLICATION FLEXIBILITY -- THE GOVERNMENT WILL BE ABLE TO MAKE ITS OWN CREASING SETS. THE CNC-PROGRAM WILL OPERATE INDEPENDENTLY OF THE SEWING MACHINE MANUFACTURER. THE OPERATION CYCLE WILL POSITION THE CUT POCKET UNDER THE CLAMPING PIECE OF THE CENTER SLIDER OF THE CREASER STATION. THEN THE LOWER PIECE (EG. SHIRT FRONT) IS POSITIONED ON THE WORK TABLE. AFTER PRECISE POSITIONING, WHICH CAN BE CHECKED BY MEANS OF LOWERING THE POCKET ON THE BASIC LOWER MATERIAL, THE VACUUM UNIT IS SWITCHED ON WHICH HOLDS THE LOWER PIECE IN POSITION. BY MEANS OF A PUSH BUTTON ON THE WORK TABLE THE CREASING FUNCTION IS ACTIVATED. AFTER THE CREASING, THE TRANSFER DEVICE TAKES OVER THE CREASED POCKET AND THE SHIRT FRONT. DELIVERY TO BE FOB DESTINATION TO FCI FORT DIX, NJ. PACKAGING AND MARKING: PRESERVATION, PACKAGING, AND MARKING FOR ALL ITEMS COVERED BY THIS CONTRACT SHALL BE IN ACCORDANCE WITH COMMERCIAL PRACTICE AND ADEQUATE TO INSURE ACCEPTANCE BY COMMON CARRIER AND SAFE ARRIVAL AT DESTINATION.
