The U.S. Army intends to negotiate a supplemental agreement with Hunt
Building Corporation under Contract No. DACA83-97-C-0012, FY97 FHNC PN
42458, Replace Family Housing Units, Areas "U" and "V", Schofield
Barracks, Oahu, Hawaii, pursuant to 10 U.S.C. Section 2304(c)(1), "Only
One Responsible Source and No Other Supplies or Services will Satisfy
Agency Requirements." Work under the proposed supplemental agreement
includes the construction of two (2) additional family dwelling units
as part of ongoing construction. The U.S. Army has determined that it
is in its best interest to have the work performed concurrently with
the work being performed under Contract No. DACA83-97-C-0012 by Hunt
Building Corporation, and that it is impracticable to have two prime
contractors concurrently working in the same physical location for
reasons of maintaining security of the facility and its contents,
coordination of the work items, and timely completion of all work. This
additional work is based on State of Hawaii's Housing Finance and
Development Corporation's certification dated July 14, 1997, approving
exemption of State of Hawaii general excise tax (GET) for this
project, provided that the cost savings resulting from the GET
exemption shall be used for the construction of additional military
family housing units in Hawaii. Hunt Building Corporation will be
expected to place subcontracts to the maximum practicable extent with
small and disadvantaged firms in accordance with Public Law 95-507. See
