pfender_j@crane.navy.mil. This procurement is intended to obtain a
commercially available/ non-developmental Mini Night Vision Sight (Mini
NVS) for use by the United States Special Operations Command. The Mini
NVS will be a component of the SOPMOD M4 Accessory Kit and will be
primarily attached to the M4A1 Carbine for operations at night as the
primary sighting system. The Mini Night Vision Sight shall meet the
requirements of product specification PS/98/8852/001 dated 14 January
1998. The Mini NVS must have the capability to attach to the
head/helmet via AN/PVS-7B and C head mount adapters and will be hand
held as well. It will also be used in conjunction with the AN/PEQ-2
Infrared Laser Pointer/Illuminator (870nm) component of the Accessory
Kit. The Mini NVS shall interface with the M4A1 Carbine Upper Receiver
Group (URG) mounting rail. The mounting rail is defined by
MIL-STD-1913. The contract type is a Firm-Fixed price Indefinite
Delivery/ Indefinite Quantity with a minimum quantity of 200/ea units
and a maximum quantity of5,500/ea units which may be ordered over the
five year life of the contract. There is a requirement of 10/ea first
article units that are part of the 200/ea minimum quantity. The
contract is F.O.B. Destination. For the minimum quantity, delivery of
10/ea is required 150 days after the effective date of the contract
(DAC) and 190/ea are required 360 DAC. Any subsequent delivery orders
will order between 10/ea and 1,200/ea with a maximum monthly delivery
rate of 150/ea. Three product samples along with a concise technical
proposal is required by the closing date of the solicitation. The
solicitation will be evaluated on a best value basis and the Government
will reserve the right to award to other than the lowest priced offer
and other than the highest technically rated offeror. The product
samples need not meet the specification in its entirety, but must meet
the minimum requirements specified in the solicitation to be given
further consideration for award. The technical proposal shall address
any differencesbetween the product samples and the production units
must be explained in the technical proposal. The Government can not
guarantee the condition of the product samples after testing. All
responsible sources may submit a proposal which shall be considered by
