The US Army CECOM Acquisition Center intends to solicit competitive proposals for award of a contract, on the basis of best overall value for the development of a modification kit to improve the AN/TRC-191A Radio Access Unit's (RAU) communication range capability. The modification kit will be designed to extend the RAU's present nominal range of 15 Km by 50% to 100% (22.5 Km to 30 Km total range). This contract will cover ten years. There will be a basic year-plus four option years for equipment and equipment integration, and six years (commencing FY02) for an extended equipment warranty. The equipment portion of the contract will cover NRE, production, a complete contractor-installed Modification Work Order (MWO) and a normal two-year warranty. The MWO will include the fabrication of kits, installation, documentation, testing, training and delivery. The extended warranty portion of the contract will provide six yearly extended warranty options (one year equipment warranty increments each) for CECOM equipment sustainment. Range quantities will be established for the equipment portion options to account for funding variations and enable the government to acquire the total program quantity in the most economical manner. The type of contract is negotiated,competitive, Firm Fixed Price, however, there will be a small time and materials portion covering the RRE kit installation and equipment non-warranty repair coverage in the field. The solicitation is open to competition between the Department of Defense (DOD) activities and private firms.
