Defense Supply Service-Washington, on behalf of the Defense Security
Service, is issuing a combined synopsis/solicitation for commercial
items prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are hereby
requested and a written solicitation will not be issued. The
solicitation is issued as a request for quotations (RFQ), number
DASW01-98-Q-0158, which incorporates provisions and clauses in effect
through Federal Acquisition Circular 97-02, September 97. The Standard
Industrial Classification Code (SIC) for this requirement will be
3999, size standard 500 employees. DESCRIPTION OF ITEMS TO BE ACQUIRED:
Purchase of Badges in accordance with the specifications as stated
below. Delivery of CLINs 0001-0005 shall be made on or before ten (10)
weeks after date of contract. Delivery of CLIN 0006 shall be within a
week of completion. Delivery shall be F.o.b. Destination to Defense
Security Service, 1340 Braddock Place, Alexandria, VA. CLIN 0001, Badge
Die, as required; CLIN 0002, Badge, Defense Security Service Special
Agent Badge numbered 0001 -- 2000, 2000 each; CLIN 0003, Badge like
CLIN 0002 with the title "DIRECTOR" vice "Special Agent" not numbered,
2 each; CLIN 0004, Badge like CLIN 0002 with the title "DEPUTY
DIRECTOR" vice "SPECIAL AGENT" not numbered, 3 each; CLIN 0005, Badge
like CLIN 0002 with the title "CH OPERATING OFFCR" vice "SPECIAL
AGENT", not numbered, 2 each; CLIN 0006, Destruction of approximately
2,500 Defense Investigative Service Badges, 1 Lot. The contractor shall
provide past performance from at least two (2) previous contracts for
similar requirements. Give name of company/government agency, Contract
Number, name and phone number of point of contact. SPECIFICATIONS:
Badges to be identical to the current Defense Investigative Service
(DIS) badge in style, and shape with the agency name to read "DEFENSE
SECURITY SERVICE" vice "DEFENSE INVESTIGATIVE SERVICE". To obtain a
photocopy of the current DIS badge contact the POC below. All badges to
be struck from approximately 12 gauge gilding metal with flat backs
with a high gold electroplate of 24-karat fineness over nickel base
with a minimum thickness throughout, front, back and edges of .00001.
Fasteners shall be a steel spring clip, hard-soldered vertically to
back of badge. Badge Lettering shall be as follows: Department of
Defense -- raised metal letters flush with blue hard fired enamel;
Defense Security Service -- raised metal letters flush with blue hard
fired enamel; Special Agent, Director, Deputy Director, and Ch
Operating Offcr -- raised metal letters flush with blue hard fired
enamel; Shield of eagle -- metal with blue hard fired enamel US, gold
electroplate as described above; Panel for numbers -- metal with blue
hard fired enamel letters, gold electroplate as described above.
Numbering shall be on the front of the badge. All badges shall be cut
down and polished and befree from pits and burrs or sharp edges. After
contract award a lead striking of the finished die shall be submitted
for approval before final hardening. The Defense Security Service
contract POC shall provide the contractor the DIS badges for
destruction. Destruction shall be to the extent that the badges are
unrecognizable as a usable form of identification. Contractor shall
provide agency with verification of destruction. APPLICABLE PROVISIONS:

provision FAR 52.212-3. Offerors shall include Descriptive Literature
identified to show the item(s) of the offer. Responses shall be
